During the process of the formation and evolution of governance theory, in the1980of the20th century, along with the development of civil society and economic progress, governance theory developed into many schools, such as the new public management theory, the new public service theory and polycentric governance theory, etc. Among many governance theories, the governance mode of the new public service theory has absorbed the democratic governance theory, has compromised efficiency and productivity theory in new public management theory with the community and the public interest theory and has broken through the traditional thinking mode of public management. Thus the new public service theory has methodological significance and a high value for theoretical construction of modern public management research and the government reforms.In the present academic circles, the theoretical researches concerning the new public service theory are more than researches on management cases based on the theory. Hong Kong, as a Special Administrative Region of China, is of its special governance background and a significant research value. This paper mainly researches on the governance process of Hong Kong District Council, by use of the new public service theory, first proposed by Robert B. Denhardt, as the research tool. And the research subject is Hong Kong District Council. The introduction is mainly about selection significance, research status, research methods and theory tools, etc. Chapter Two expounds Hong Kong District Council in the governance network of Hong Kong; combs the emergence and development of Hong Kong District Council in the periods of the British Hong Kong Government and Special Administrative Region of China; also combs the status and effect of the District Council in the political structure of Hong Kong during the two periods; and meanwhile describes the structure of the Central and Western District Council. Chapter Three analyses the financial foundation of the governance of the District Council and also analyses clearly the financial sources and the distribution of the funds of public management. Chapter Four and Chapter Five give respectively a detailed analysis of the regional governance of the Central and Western District Council, from the aspects of financial foundation, governance methods and governance performances, etc.and by use of multiple dimensions of new public service concepts. The main mode of public management is to provide public service, so the paper emphatically elaborates the types and modes of public service of the Central and Western District council; expounds the governance process through the case of "improving barrier-free access facilities in Hong Kong Central and Western District"; analyses and assesses the governance investment and governance effect; and also points out its advantages and disadvantages in practice. Finally, combined with the actual reform of the administrative system and public management, this paper proposes such aspects of enlightenments as the service of the governance body, democratic governance, the diversification trend of cooperative governance, etc. in the reform of modern system of governance based on the experience of Hong Kong District Council.The innovation of this paper lies in the innovation of research perspectives and research subjects. The researches of the academic circles for governance models of the new public service are mostly in the theoretical research level, and for the choice of research subjects, Hong Kong special administrative region has a high research value on governance models. Through the convenience of the Internet search and data collection, this paper analyses and explores the governances of the new public service, from the angle of a case analysis, by combing and analyzing the annual reports on Hong Kong District Council, the regulations and conventions of the District Council, financial regulations of the District Council, work reports of the Central and Western District Council, discussion papers of the Central and Western District Council, and the public consultation documents of key projects of the community of the Central and Western District.
