Since the new century, especially the18th party congress, social governance has been gradually put forward by the party committees and governments at all levels as an important agenda, along with increasingly speeding up and deepening the reform of social structural change process. The countryside is the cornerstone for the party’s governance. Rural community governance is an important part of Chinese society building, and the key compose of social management system. It is the true proposition to explore governance innovation in the construction and development of the new villages with Chinese characteristics.This article is in the background of the tasks:deepening of China’s social transformation, new rural construction with Chinese characteristics, and building a moderately prosperous society. It adheres to the people-oriented thinking as a guide, the18th party congress and third plenary session spirit as a direction. It selects innovation rural governance theory as a starting point, and rural social governance issues as the research object. In short, this article researches rural social governance issues for the example of innovative governance practices in some rural villages of the district, Chifeng City. The article is divided into six parts, the introduction describes the background, purpose, significance, and the status of study at home and abroad. The first chapter introduces the basic theory of governance, villagers’autonomy governance, rural social governance and other related concepts. The second chapter states social governance condition in the villages of Chifeng City, highlighting the various counties in the district to explore the implementation of the "four-three-two open meetings oversight report", democratic supervision and management decision-making of"532","Five-type " service brand and other new rural social governance models. Chapter III points out the difficulties encountered in the practice of new rural social management models and their reasons. The fourth chapter raises the measures solving the difficulties of rural social management by introducing new public management theory. The conclusion part of the paper gives a brief view summary.
