"Rural compulsory education school teacher ad hoc post" is an educational policy of the state four ministries in2006to promote the implementation of the. This paper USES literature analysis, interview method, observation method, questionnaire survey method, from the perspective of policy, special work plan of heilongjiang province made a systematic study of carrying out the policy.Through37teachers of primary and secondary schools within the territory of heilongjiang province to visit investigation, according to current situation of professional development, job recognition, to survive, continue to education, and in the implementation of the policy supervision and tracking and so on five aspects has carried on the data collection and analysis. On duty plan policy from the policy formulation, implementation and evaluation of three stages theory analysis, to summarize the current "work plan" in our province in the plight of the concrete implementation process and the work plan policy enforcement for cause analysis and provide improvement plan.The introduction part of this paper, introduce the origin of the problems puts forward analyses the research purpose and meaning, combing the relevant research, for defining the relevant concepts of this article, finally this article mainly introduces to adopt the method and the theoretical basis of the study. The first part:review policy execution and career planning theory, and the state, local) a detailed work plan policy introduced by the interpretation, so as to provide theoretical basis and policy basis for this study. The second part:mainly introduces the research of the questionnaire design, sample selection and policy implementation situation of survey results, respectively from the aspects of government, schools and families, and points out that the special hillock teacher in heilongjiang province at present stage planning problems. The third part:using the perspective of policy, from duty schedule policy formulation, implementation and evaluation of three different stages in the work plan to analyze causes of the problems existing in the execution, the main reasons are:special duty plan policy itself defects and deficiencies; Policy execution phase all sorts of difficulties; Loopholes in policy evaluation stage. The fourth part:in view of the special duty policy text plan, execution and evaluation system of three phase on duty plan put forward the reasonable Suggestions:improve the work plan is scientific and systematic; Improve work plan policy enforcement; Building work plan policy evaluation system of science.
