With the adjustment of fishing industrial structure and the transformation of traditional fisheries, human capital reflecting the the individual overall quality level is directly related to fishermen’s subsistence and development prospects, and has increasingly become important factors for fishermen to survive in society, and then fishermen have to possess higher quality. This article’s research object is the marine fisherman, and the emphasis is the fisherman’s human capital situation, using the combination of macro and micro perspective, then describes systematically and probes in depth about the human capital situation and the basic characteristics, influence factors, the impact and the ways to improve. In this paper, using the sociological approaches to fishermen to carry on the empirical studies about human capital of the fishermen, and operates the concept of human capital into specific index to set the questionnaire, carries out the field survey about the human capital in five fishing village of langya town. By means of questionnaire survey method, interview method and observation method to obtain information,and by using SPSS statistical software to carry out quantitative analysis of the data collected, qualitative analysis is carried out on the data hard to quantify, objective describes and analyses the fishermen’s human capital status from the three aspects of knowledge, skill and health, as well as reaserches the micro and macro influence factors such as the fishermen individuals, families, communities and system, and discusses the impact on the future development of fishermen and improving ways, offers inspiration to train new fishermen.The content of this article is mainly divided into five parts:the first part is introduction, this chapter includes the research background, research purpose and significance, the related research both at home and abroad, core concepts, and research methods. The second part is the status and characteristics of the human capital of fishermen. This chapter is mainly combined with the questionnaire survey data on the three dimensions of knowledge,skill and health index to perform statistical description and analysis, analyses the fishermen’s knowledge stock, the the health stock as well as skills, and summarizes the characteristics of human capital of fishermen. The third part mainly researches the influence factors of human capital. By correlation analysis and qualitative analysis, specificly studies the individual factors, family factors, community factors, and institutional factors which influenced human capital of fishermen. The fourth part is the analysis of the development of the fishermen influenced by the human capital and improving the ways, this part combined with the survey data access and field observation,analyses the shortage of human capital to enable fishermen’s social mobility to have barriers and social exclusion, and further explores the ways of increasing the human capital of fishermen.The fifth part is the conclusion, the conclusion part expounds and summarizes the research hypothesis and research contents of the first four chapters, namely the coastal fishermen shortage of human capital, knowledge level, health status, skills levels are characterized by poor, single and specificity; the human capital of coastal fishermen is affected by the multiple effects of the several aspects such as the fisherman’s individual factors, family factors, community factors and institutional factors; At the same time, the lack of human capital for social mobility of fishermen has formed a lot of constraints,and the fishermen are affected by social exclusion, further puts forward for improvement of the fishermen’s human capital from the aspects of knowledge, skills, and health.
