The school sports work is one of the main contents of school education in ruralschools, developed areas as development lag, weak economic foundation, the staff,funds, facilities, culture and city schools have obvious gap. Pay attention to thedevelopment of less developed areas of rural school physical education, is animportant measure to promote the balanced development of compulsory educationand the realization of the educational justice. Experience has shown that, for thereform and development of school education in underdeveloped rural areas, theDepartment in charge of education level plays an important role, they start frombusiness management perspective, the organization and management action willdirectly affect the local rural school sports reform and development effect.In this study, the Education Bureau of Yuanling County as the research object, byusing the method of case study method, literature method, interview method,questionnaire survey method, to study the county education department in charge ofrural school sports development in Yuanling County in the action strategies, theconclusion as follows:Mainly includes the face of sports reform and development problems in ruralprimary and secondary schools1, Yuanling county:(1) the larger shortage of teachers, teachers in the sex ratio imbalance, teachersyounger, instability, lack of academic leaders, teachers’ salaries less attractive, thework load is big, on-the-job training opportunities for less, teach (Department)positive research are needed to improve teachers team construction problems;(2) physical education attention degree is not high, the teaching methodsadvocated in the new curriculum reform is not much use, sports theory class easilyignored, school-based teaching materials, from less developed equipment enthusiasmnot higher education problems;(3) after-school sports activities is not rich, the school sports teams managementlack of sustainability of extracurricular sports activities and sports competitionproblems;(4) the school venues and sports funds still lack basic conditions, studentphysique test work still needs to be strengthened etc..We should take the following action strategies of county education departments insports reform and development in rural primary and secondary schools2, Yuanlingcounty:(1) to raise awareness of school sports, leading the correct developmentdirection.(2) to strengthen the supervision and guidance, the evaluation system of rational and incentive mechanism.(3) to construct the reasonable flow mechanism of PE teachers, promote thebalanced development of education and education fairness.(4) the establishment of sports teacher education long-term mechanism, effortsto improve the overall level of physical education teachers.(5) build a communication platform, creating a teaching, scientific researchatmosphere, and normalization.(6) encourage the development of local curriculum resources, enrich theteaching content of physical education.(7) to raise funds through multiple channels to meet the needs of sports, schoolsports development.(8) seize opportunity, casting quality, a characteristic brand, fan out from pointto area.
