it is a vial period Now for Chinese society to overcome harsh difficulties with thedeepening of reform and opening up and to come into a transitional period gradually. Atthe time when old and new contradictions coexisting and interests adjustmentintensified, transition will generate conflicts among different interest groups and revealsthose of the reep-rooted. Accordingly, a series of changes happen to the publicpsychology: more discontent in social unjustness, lack of a sense of security, failure inthe pursuit of career achievements, personal happiness and a sense of belonging. Thesewill eventually results in imbalance of social psychology: hatred of the rich, distain forthe poor, money first, pessimism about the future and even self-desperation, andseriously undermine the social stability and impede the progress of the reform andopening up of China. Therefore, the psychological imbalance of the public has to berelieved.The paper aims to find out the cause of psychological imbalance of the public intransltional time in term of the environmental, social, cultural, sychological factors withthe analysis of its current conditions, manifestation of the public psychology, and theconsequences. It concludes that the main measure to the problem will be: Firstly,protection and improvement of people’s livelihood should be made to solve people’sbasic livelihood problem, particularly concern should be paid to meeting the demands ofthe week. Secondly, efforts should be made to accelerate the urbanization which willmake more and more people enjoy the fruits and convenience brought by the reform andopening up, and thus to avoid the psychological imbalance caused by the sense ofexclusion, helplessness and indifference. Thirdly, innovation should be injected into thesocial management pattern which entitles people to handle things of themselves, and tosolve people’s conflicts with their own willings. for the purpose, the Party’s leadershipshould be enforced, functions of the government strengthened, social synergy promoted,public participation enhanceed, legal protection provided, a general pattern anddirection of political participation by the masses of the people built which can let the people ‘heart Qi Shun’ and ‘speak up on’ and avoid the social psychological imbalanceproblem caused by the sense of exclusion and unfairness. Finally, this paper argues thatwe should vigorously develop socialist culture, meet the people’s spiritual needs.Through propaganda and guidance of socialist core values, we establish a positiveoutlook on life and values; through improving the moral quality of the whole society,build a harmonious society; through enriching the spiritual and cultural life of thepeople, enhance the people’s feeling of happiness and avoid the feeling of emptiness;through enhancing the culture overall strength and competitiveness, carry forward thefine cultural traditions of the Chinese nation, and enhance the competitiveness ofChina’s culture to increase the cohesion of the people, centripetal force and pride, whichultimately rationalize the social emotional, promote positive social mentality, thuscontributing to the great cause of reform and development in China, the goal of buildinga socialist harmony.
