Since1981, with the rapid development of science and technology, social class education exam as a new National Education Examination form and grew up. Under the urgent demand of the market economy and the development of knowledge, the examination program designed to make a proof of the application of knowledge and skills by the candidate, and the development on this basis for the changing labor market services, the relevant government departments recruitment and assessment personnel and enterprises to provide a more standardized criteria. At the same time, to promote some special knowledge and skills in the society, popularize and promote reliable platform. So far, the social class education exam offered by the Ministry of National Education National Public English Test System (PETS), National Computer Rank Examination (NCRE), the Cambridge Young Learners English exam (CYLET). A wide range of the number of candidates is increasing, resulting in social class education exam as an important part of our education exam, affect the reform and improvement of the social demand for talent and knowledge structure. And driven by social class education exam to become a form of education with Chinese characteristics, and its broader social significance. Since the creation of the past30years, the systems are growing its influence. The Examinations increasing the rapid development in the number of candidates, the continued high demand for social education. In such a situation, how to ensure the authority of the social class education exam, how to maintain their social reputation, how to strengthen the management and promote the healthy and stable development have become a very important issue. Social class education as the inevitable product of social development and the progress of the times, as an important part of the measurement of national education, the aim is not just to stay at the level of theoretical discussion, but should be based on the practical ability of the educated culture, practice-driven the overall stability of the education for sustainable development. Therefore, government regulation theory and social systems theory to the analysis of the problems and causes of social class education exam management system exists as the basis, choose to put forward their own ideas for how to improve the socio-class education exam management system path.
