The model of educational technology capacity training for primary and secondaryteachers is actively explored since the program of educational technologycapacity-building was performed by the Ministry of Education in2004. In the continuingexploration, the blended model of educational technology capacity training for primary andsecondary teachers received widely proved. The blended model develops rapidly with itsfeatures of universality, efficiency, etc. However, with the increasingly demanding for theeducational technology capacity, some deficiencies of blended model gradually revealed.Firstly, the training content has some designed problem. In general, the training content ismade by the training institution. Primary and secondary teachers could get the certificate aslong as they receive the training and participate in the post-training test. As a result,teachers’ enthusiasm for training is low. Secondly, follow-up service of training is poor,which is a process of continually seeking answers to new questions in the educationalcircles. For now, the follow-up service of blended mode of training is still imperfect.Therefore, based on the blended model of educational technical capacity training forprimary and secondary teachers, combined with teachers’ autonomous learning, trainingand regular teaching and research and leaded with the Double-loop learning theory, thisstudy builds the model of integration of teacher-learning, teaching-research and teachertraining for primary and secondary teachers’ educational technology capacity development.This study has the following main parts:Firstly, research of the present situation of educational technology capacity forprimary and secondary teachers. It includes present research of blended training model andintegrated model of teacher-learning, teaching-research and teacher training.Secondly, combined with the designed model of this study, organizing andsummarizing the theory of blended learning and analyzing the Double loop learning theoryin the field of organizational behavior theory are the theoretical basis of this study.Thirdly, design and implementation of the model studied is the core part of this study. Based on the present model of educational technology capacity training for primary andsecondary teachers and combined with the double-loop learning theory’s theoretical basis,this model is performed.Through this study, the author attempts to explore a rational, efficient and scientificeducational technology capacity developing model for primary and secondary teachers,and provide ideas and references for future educational technology training which raisesthe level of educational technology capacity.
