The Hidden Moral Course has incomparable advantages that Dominant Moral Course doesn’t have. It has the tacit, indirect, unconscious, permeability, autonomy, pleasure and other characteristics. It can promote and develop students’ moral quality unknowingly. Adolescence is a period of ideological and moral quality being forming and shaping. Therefore, It is very important to explore the implementation of issues of primary and secondary’s implicit moral education courses. On the one hand, it can increase the effectiveness of primary and secondary school’s moral education. On the other hand, it can be combined with the dominant moral course and complete the dominant moral course.To understand the status of implementation of the implicit moral education course of primary and secondary. This study uses literature research method to sort the existing research results and the theoretical basis, and on the basis of the existing research, implicit moral education course is divided into four dimensions, that pedagogical level, physical level, system and organizational level and spiritual culture. Through rigorous design of questionnaire and interview outline, I made the teachers’and students’ questionnaire surveys; teachers’ interview outlines and students’ interview outlines. In Henan province, Zhengzhou, Xinxiang, Nanyang, Xinyang, Jiaozuo, Shangqiu, Zhoukou and other regions of22school’s teachers and students conducted a survey for the study, and teachers and students were interviewed in Xinyang region.The survey found that pedagogical level, physical level, system and organizational level and the spiritual and cultural level of the four dimensions are problematic in the implementation. On the basis of analyzing the problem and the causes of its existence, the corresponding countermeasures were put forward; namely pedagogical aspect: promote quality education, straighten moral status; raise awareness of moral education; put responsibility in place; seek appropriate methods, mining moral resources; establish a new concept of teachers and students, narrow the distance of students and teachers; proper use of cooperative learning, friendly relations between students. Material level: strengthening the awareness of educators to the hidden moral function of physical environment of the campus features; increase the investments in the construction of the campus physical environment; emphasis on the development of the material and cultural landscape of the campus; ensure the reasonability of Campus’Physical Planning science. Organizational system level:strengthening school’s leadership culture; establish a "management education" thinking; reform the current examination system; establish a correct view of and student teachers’ assessment with each other; focus on building the school system and the Subjectivation of implementation; change the improper views of teachers’on teaching arrangements. Spiritual and cultural level:strengthening the understanding of the construction of "three wind" and the importance of launching cultural activities; consolidate the material foundation of "three wind" and literary activities; change the teachers’ views on three issues of wind and article activities; reverse the teaching style, to promote "three wind"construction; advantage of the positive factors of the social environment to guide students to develop healthy both physically and mentally.
