"Education should be the vital and lasting concerns in a country’s developing strategies while the teachers should be treated as the key in educational industry." As long as the quality of teachers can be guaranteed, the development of education in a specific state can produce the positive outcome. Teachers and professors are seen as the most important resources for colleges and universities, who shoulder the responsibilities to cultivate talents, do the scientific researches, serve the society, and innovate and inherit the culture. Therefore, it is of essence to strengthen the quality of teachers during the development of colleges and universities, which is also the concern of the human resource management in educational institutes.Currently, young teachers have already become the major teaching staffs in colleges and universities. The Chinese Communist Party, as well as the governments, has fully recognized the importance and urgency of the cultivation and improvement of the teaching ability of these young teachers. Domestic governments and various colleges and universities also took measures to strengthen the training on the teaching ability of the young teachers. However, the cultivation of the teaching ability indeed demands the support from institution. As long as the cultivation-related institutions are widely established, the relevant work aiming at improving teaching ability of the young teachers can be much more effective. Therefore, it is of significance to conduct researches on the cultivation institution regarding teaching ability of young teachers.This research adopted the methodology of literature review. Building on the substantial review on policy-related documents and academic matters, this research took the system theory and institution transformation theory as the guiding principle and firstly analyzed the function of the institutions on the improvement of teaching ability of young teachers. What followed was the proper review on the status quo of the cultivation institution on young teachers. Finally, this research would involve with certain suggestions to the design of institutions that can help the cultivation of teaching ability of young teachers in the colleges and universities. The research can be divided into5parts:The first part is the introduction, including the research background and significance, the current researches, research ideas and methodologies, and definitions of related terms.Second, the theoretical basis of this research would be introduced, majorly dedicated to describing the content of the system theory and the institution transformation theory and to explaining reasons to take these two theories as the basis of this research.The third part is about the function of institutions on the cultivation of teaching ability of young teacher. First, the research would be devoted to stating the necessity of having institutions to support the cultivation of teaching ability. This part would be conducted from four aspects:1. improving the teaching ability of young teachers is the important direction of the connotative development of higher education in China.2. Institutions can guarantee the smooth training on young teachers.3. Institutions can function to convince teachers that they need to improve their ability.4. Institutions are favorable to consolidate and inherit the achievements that had been reached in regard of cultivation of teaching ability. Second, this research would also describe how the institutions influence the teaching ability of young teachers from three perspectives:1. Institutions are mostly compulsive, which can guarantee that the training on young teachers will necessarily be implemented.2. Institutions are formulated based on scientific researches, which guarantees that the training will produce the effective result.3. Institutions are majorly systematic, which guarantees that teaching ability of the young teachers can be overall improved.The fourth part of this research is about the analysis on the status quo of the establishment of the institutions regarding teaching ability cultivation, from the perspectives of central government, domestic government, and colleges. In this part, the achievements as well as flaws of the current institutions in relation to the cultivation of teaching ability would also be analyzed.In the final part of this research, the institutional design in respect to cultivation of teaching ability of young teachers would be involved. This research would come up with the direction that the design of the institutions that focus on the cultivation of teaching ability should move on:To formulate the coherent, legislative and humanitarian, and diverse institutions regarding cultivation of teaching ability. In the end, the research would come up with the institutional structure that can be used to support the cultivation of teaching ability from the perspectives of central government, domestic government, and administration of colleges and universities.
