Not only land and housing is the basis of human survival and development, butalso it is the important foundation of resource for social development. There is ainterrelated and inseparable relationship between the land and property. Therefore, asthe embodiment of the power of the land and property certificates should not beseparated. However, there are some drawbacks to management of land and propertyrights, responsibilities and benefits of phase separation.Under our country’s current system, most of the Local Land Bureau and theHousing Administration Bureau are separated, which leading the separate of the twocertificates. This model split the integrity of the land and real estate, resulting inmultiple and complex relations of real estate buying, development, management, landmanagement and real estate management rights, responsibilities and interests of phaseseparation. It should be better effect to combine the two certificates. And it is hasimportant meaning to merge the two certificates in uphold and rationalize the realestates of people’s interest and real estate construction.In this paper, according to the current Real Right Law, the local land and housingadministration department, which separate registration the land and property. The authortake Xuzhou as an example, conduct site surveys the relevant registration businesshousing registration management system of Xuzhou City Land Resources Bureau ofland registration management system, Xuzhou City real estate bureau of Xuzhou City,summary out Xuzhou existing land ownership registration, and housing propertyregistration of business model, data management, the Organization way, and housingbusiness data integration of index property for has extraction, integrated analysis out hasland, and real estate unified registration achieved of key model. The author proposes theinformation management system which can exchange registration data between housingand land systems, and conducts research on the key problems in data integration. Basedon the current management system of land and housing, the author analysis the housingdemand of Xuzhou, the integration of land management systems,the construction and the integration management system requirements and construction of premises. Thissystem selects Visual Studio.NET integrated development tools, based on theArcEngine development components, the use of C#language system, construction ofthe land property registration information exchange system, and did the related tests inthe specific land property specific registration service, function, speed and the stabilityof the system, achieving the operating requirements of service system, last verifying theavailability of the system.
