With the gradual deepening of the research and the practice, people attached greatimportance on sustainable development, core competencies and knowledge meltdevelopment capacity of the university library. Some questions concerning aboutassessment on ‘Three Force’ have also become an international issue in the librarycommuntiy. It is a new and urgent topic of the university library which needs to faceand solve in the context of increasingly competitive of the knowledge economy and theinformation industry. However, there is less study on ‘Three Force’ assessment.Particularly knowledge melt development capacity is still at the initial stage. The studyof its assessment is also just blank.This paper aims to study and build the Three Force assessment indicators ofUniversity Library through the following four parts:1. The research and the practice of university library assessment at home andabroad: By revealing the concept of library evaluation and the importance of theCollege Library assessment, this paper does a researh on the development status of thedomestic and foreign library evaluation, which focuses on the comparison in foreignlibrary evaluation criteria that is much mature and have greater impact. It alsoanalyzes the advantages and disadvantages of each indicators system for clarifying theoverall development of the library evaluation. And it points out the shortcomings of ourcurrent evaluation indicators system of the university library.2. Balanced Scorecard (BSC) is applied to the study of library evaluation: thispaper combined with BSC constructs the assessment indicators of the Three Force ofuniversity library. Based on summarization of the core idea and the indicators system ofthe Balanced Scorecard theory, this paper aims to clarify the superiority of the use of theBSC theory, which builds the University Library performance evaluation system., andthe current BSC research situation of the domestic and international library assessment.In addition, this paper compares and analyzes some of the more mature ‘library BSC’ evaluation indicator system.3. Design the evaluation indicators of the Three Force of university library based onBSC: By doing the research on the specific meaning of the University Library ‘ThreeForce’ and the current research situation of the library Three Force assessment, thispaper points that ‘sustainable development force, core competencies and thedevelopment of known melting force’ are used as an entry point of building theevaluation indicator system, and initially established the evaluation indicators.4. Use Delphi method to filter and adjust the preliminary design assessmentindicators, and eventually establish a more systematic, complete and scientificassessment indicators of the university library Three Force. Use the statistical analysisin basis of the feedback data, and point the key indicators that impact the constructionand development of the Three Force of college library in expert perspective.This study uses the university library as the object. First, do an adequate researchon the status quo and the development trend of the library evaluation research andpractice. Then, point the necessity and the innovation of using ‘Three Force’ as the newperspective of the university library assessment, by revealing the shortage of the currentevaluation indicator system of University library. This paper combined the BalancedScorecard (BSC) theory and the Delphi method explores to build the performanceevaluation indicators, which can effectively reflect the force of sustainable developmentand core competencies, and get fully expression on the known financial performanceand the known melting need satisfaction degree of the user. This study has a certaintheoretical and practical significance on broadening the research ideas of the libraryevaluation.
