Research On Science And Technology Financial Innovation Of Wuhan East Lake National Innovation Demonstration Zone

Science and technology are primary productive forces, finance is the blood of themodern economy, technology and finance together with each other support the growth ofthe modern economy,and their combination is an important engine to implement theindependent innovation strategy.《The Twelfth Five-Year Plan for National Economic andSocial Development of the People’s Republic of China》 clearly stated that: makescientific and technological progress and innovation as an important driver of economicand social development, and make efforts to build an innovative country and powerfulnation of human capital. Promote a comprehensive combination of technology andfinance is not only a realistic choice for China to respond to international challenges, butalso a major strategy to realize fundamental transformation of the mode of economicdevelopment and to construct a innovation-oriented country. In recent years, thetechnological finance has made considerable progress in pushing scientific andtechnological resources dock with financial resources、 promoting scientific andtechnological achievements transform into practical productive forces、driving their owndevelopment of science and technology enterprises, and so on.East Lake High-TechDevelopment Zone was approved by the State Council as the country’s second NationalIndependent Innovation Demonstration Zone(NIIDZ) in12.8,2009.This is not only therecognition for its past achievements, but higher demands on the future pilot reform. AsNIIDZ, East Lake needs to deepen the practice of scientific and technological financereform and innovation,and gradually establish a perfect system of scientific andtechnological finance to make it better support the development of High-techDevelopment Zone.In this paper, with the theory of finance of science and technology、financial reformofscience and technology of high-tech zone and enterprise life cycle, we focus on the coreproblemof financial reformof Science and technologyof East Lake NIIDZ,onthe basisof introducing the practice of financial reform of science and technology in three big NIIDZs such as zhongguancun of beijing,zhangjiang of shanghai,hewubeng of anhui,wesummarize their reform experience and enlightement. Then we use East Lake as researchentity,through investigation to know its reform on finance of science and technology andthen carry out empirical analysis an comparative study on it; to sort out its problems inreform of finance of science and technology; research various aspects of obstacles anddifficulties we may meet during the reform, and further propose measures to deepenfinancial reform of science and technology in East Lake NIIDZ, and constantly improvescientific and technological finance system to serve for independent innovation strategy ofhubei province, leading transformation of the mode of economic development of hubei,accelerating construction of strategic fulcrum which contributes rise of the centralregion,promoting the construction of an innovative country.
