With the development of our economy and the rapid development of traffic cause,high-speed rail as the bridge and the link between urban and rural has played a pivotal role.Big traffic mode of transportation, greatly contributed to the effective integration ofresources, and gradually features "3hour economic circle" continuous development andexpansion, the development of China’s high-speed railway speed has instructed. Article fromChina’s first high-speed rail-the basis of passenger dedicated to the image of the northeasthigh-speed, high-speed rail, high-speed northeast gradually one of the leading enterprises inthe national high-speed rail, which are fully demonstrated China’s high-speed rail technologyprogress and development of China’s high iron.But some frequent accidents, after the completion of the high speed rail (especially7.23major railway accident), has brought unprecedented impact to China’s high-speed rail andthe trust crisis. In addition to the objective factors, the accident is mainly due to managementproblems. China’s high-speed rail "due to" construction mode and "the entrustedmanagement system" there is a huge gap between operating mode, at the same time, theoriginal management mode of "the unity of" network and the current situation of thedevelopment of China’s high-speed rail there are a lot of contradictions, the high-speed railmanagement mode to reform in our country. Should first serious internal managementreform, improvement of assets management responsibility system, to develop new industrystandards, to reallocate transportation market, speed up the conversion operation. Thedevelopment of China’s high-speed rail will fully consider the complexity of the externalenvironment, according to China’s national conditions, China’s reform is now shut, andChina’s high-speed railway, draw lessons from foreign advanced experience of railwayreform, external management reform.This paper analyzed one by one, big, high iron transport management mode reformattempts, from the construction, operation, management, construction financing andmanagement mode, etc., to study the problem of high-speed rail on the management mode inour country, and high-speed rail reform direction and the method. Through the study foundthat the large high-speed rail to reform the traditional management mode of the unity ofnetwork, the BOT (build operate transfer), the separation of network management model is amajor step forward. Ha high-speed rail transport mode of building successful reformexperience, once again proved that the "network separation" is a reasonable solution to longplagued the development of China’s railway system shortcomings and structuralcontradictions of the best ways.
