He thought that the explanation is not contains "theory——phenomenon" only, but it’s an three parts relationship of "theory——context——phenomenon". In addition, he put forward a new model of explanation——"Why—question".He believed that the scientific explanation is a very practical thing, for this way, he developed the explanation as a dynamic role in a large extent.
