In recent years, with the high-speed development of economy and the rapidadvance of urbanization, the ecological environment syndrome has become a bigproblem of sustainable economic and social development. According to the report to theEighteenth National Congress of the Communist Party of China, promoting ecologicalprogress is a long-term task of vital importance to the people’s wellbeing and China’sfuture. The decision of the Central Committee of the Communist Party of China on SomeMajor Issues Concerning Comprehensively Deepening the Reform put that in order topromote ecological progress, we must establish complete and integrated institutions andsystems. It is inevitable to promote the integration of urban and rural ecologicalconstruction.This paper argues that the city and countryside integration has become a generaltrend of urbanization in China, but urban and rural dual structure such as the impact ofecological environment syndrome has become a big problem for the sustainabledevelopment of China, the CPC central committee and the state council has taken theconstruction of ecological civilization on the important agenda. It requires a system as awhole of urban and rural ecological protection and construction. Therefore, either fromproviding the system guarantee for sustainable economic and social development to seeka way to solve the ecological problems caused by urbanization, or for the seek of theguide for urban and rural ecological resource sharing and scientific layout, we shouldplan as a whole to promote the integration of urban and rural ecological construction.Compared the domestic and foreign research and practical exploration of the integrationof urban and rural ecological, we can conclude while we started later, the development ofmature are different, but we all think the urban and rural ecological cannot be splited, itmust be overall protected and constructed. As a regional city, Xiangyang and many otherparts of the country, has made some exploration and attempt in terms of the integration ofurban and rural ecological construction, and some results have been achieved, but thereare also many problems need to be solved. Therefore, to promote the integration of urban and rural ecological construction, wemust clarify the guiding ideology, the objection, the basic principles and the main aspectsand regulations guarantee, breakthrough the restricts in urban-rural dualism from thethought and action, insist on the principle of ecological integrity, the systematic principle,ecological self-balancing principle and the human science as a principle, and concentrateon the integration of urban and rural greening ecology, water ecology, duct ecologicalintegration, ecological facilities integration. We should provide a strong guarantee fromfive aspects such as unified ideological understanding, planning, project construction, thesecurity of funds, law enforcement and enforcement. Only in this way we can put theintegration of urban and rural ecological ideas into concrete action, to make the "sky blue,water green and air fresh" ecological goals come true.
