In chemical production process, extremely hazardous chemicals leakage accident, causing serious harm to the environment. Including leading to sudden major environmental pollution, threatening to people’s life and property safety, some also affect the ecological environment of the river basin, causing extremely serious consequences. The environmental risk of hazardous chemicals leakage accident has been payed the social and personal attention and put on the important agenda by the chemical companies.This paper based on the project involving hazardous chemicals-liquid ammonia for cold storage, study the production process of liquid ammonia of on risk identification (including the major hazard judgment), the source analysis, prediction, risk analysis and evaluation of the consequences. Put forward the risk prevention, risk warning, risk mitigation and risk measures of the general liquid ammonia for cold storage, let the project accident rate and the adverse impact on the environment to achieve an acceptable level. The work and conclusions are as follows:(1)Summarize the theories and methods at home and abroad of environmental risk assessment and management on hazardous chemicals leakage. State the content, research route and innovation of the research.(2)Construct the system of environmental risk assessment of hazardous chemicals leakage accident, then with examples demonstrate the feasibility of the method. Through risk identification, to determine the risk type of common cold storage of liquid ammonia includes three major types of risk, including fire, explosion and noxious substances. Therefore, we must take specific risk management measures, Let the rate of adverse effects causedby the accidents to a minimum.(3) Analysis the impact on the enterprise internal perimeters, near the factory and residents by software, through the study of NH3 diffusion in air and liquid ammonia leakage caused fire explosion in the most adverse weather conditions. (4) Construct a environmental risk management system of hazardous chemicals leakage. According to the results of risk assessment of liquid ammonia leakage and physicochemical properties, we put forward the environmental risk prevention, risk warning, risk mitigation and risk measures, to try to reduce the adverse effects caused by the accident to the minimum extent.The research results of this paper provides the theory and a certain reference value that is about the environment risk assessment of hazardous chemicals and environmental risk management of enterprises projects.
