At present, China is in the accelerated development stage of industrialization, thecontradiction between the sustained and rapid development of economy and the relatively weaksafety production environment leads to the grim situation of safety production. Coal minesindustry which is the important energy supporting of industry is facing over-exploitation andovercapacity situation. Because of human causes or natural causes, coal mine accidents happenfrequently. Our emergency rescue system in coal mine accident starts lately, there are many lacks,such as lack of emergency equipments, weak level of emergency technical, lack of professionalteams and lack of a unified standardized information platform. So, how to allocate the limitedemergency resources rationally and effectively on constraint condition is the key link ofemergency rescue in coal mine accidents. The unreasonable emergency resources schedulingbungles the best chance of rescue, causes more injuries and serious harm. Therefore, the researchof emergency resources scheduling in coal mine accidents has considerably theoretical andpractical significance.Firstly, this paper based on the analysis of the characteristics and hazards of coal mineaccidents and at the same time did the analysis of the composition and characteristics ofemergency resources in coal mine accidents, finally, constructed coal mine accidents emergencyresources requirement analysis model based on case-based reasoning and used the analytichierarchy process and grey prom method to find out the solution of the model. Secondly, it basedon the setting of the sort, number and structure of the coal mine accident emergency resourcesand at the same time did the analysis of objective, principle and characteristics of our coal mineaccident emergency resource scheduling, and then described the influential factors and basic flowpath. Finally, it proposed the coal mine accident emergency resource scheduling multi-objectiveproblem, and then set up the coal mine accident emergency resource scheduling multi-objectivemodel, which aimed for the shortest emergency time, the minimum number of emergency rescuepoints and the highest reliability of emergency rescue paths, finally used technique for orderpreference by similarity to ideal solution to find out the solution of the multi-objective model, andat the same time presented an empirical study case.
