The Study Of Government Responsibility Of Agricultural Regions’s Pollution Prevention And Control

Agriculture is the foundation of the country, and the agricultural products is a crucial part of agricultural production, while to ensure food safety from the origin or source is a problem which can be easily neglected. Certainly the main body of origin protection are the government, agricultural producers, enterprises, public, etc. In the legislation of our country, however, most of the environment responsibilities which to be stipulated are individuals and businesses, and ignored the environment responsibilities of government.So if the government responsibility for environmental regulation of origin is absent, then there is no pollution prevention, much less pollution abatement.The annual Central First Document had mentioned the agricultural environment responsibilities of government from 2013 to 2015. This paper combines the domestic and foreign relevant material, and finds out the latest achievements in research agricultural producing area pollution prevention and control of the government responsibilities, and puts forward several opinions on the basis of the results of this study. Analyses the harmfulness from agricultural production situation and the necessity of agricultural producing area environmental responsibilities of the government, as well as classifies the government environmental responsibilities. Classifies government’s responsibility inefficiency in accordance with the government’s primary environmental responsibility and secondary environmental responsibility: Not only include organization setup, responsibility division problems such as department complicated, the relation between competent departments and in charge of the department is not clear, the responsibility of the government system supply such as establishing an early warning system for the agricultural producing area, the responsibility of information disclosure such as the weakness of environmental information disclosure of origin; but also include the lack of government environmental performance evaluation standard, deficient government environmental responsibility. Makes innovation on the existing research results, mainly from the primary environmental responsibility and secondary environmental responsibility, which includes strengthening the law enforcement, perfecting the origin environmental standard system and warning mechanism, promoting the origin environmental information disclosure, improving the government performance appraisal and responsibility investigation, clearing department responsibility, accountability procedures and methods, etc.People tend to focus on the urban environment and neglect agriculture production environment, administrative department also put the regulatory focus on city and neglect the regulation of agriculture and rural environment. This paper targets on the pollution prevention and control of agricultural producing area, with the central role of the government, constructs a set of measures on perfecting the government’s environmental regulatory responsibilities from the angle of government’s primary environmental responsibility and the secondary environmental responsibility.
