| In recent years, under the promotion of international climate negotiations, a wave of low-carbon green growth has been sweeping the global world. The international carbon market becomes the main policy option which can control the GHG emissions. MRV, which means monitoring, reporting and verification of carbon emissions is one of the important aspects of the carbon trading policy, while China lacks of the MRV methodologies related on the heavy pollution and large emission industries. This paper studies exactly on the verification techniques of greenhouse gases for the domestic iron-steel and cement industries in China.In this paper, by analyzing the current development and industry characteristics of domestic and foreign iron-steel and cement industries, combined with cases related to domestic enterprises, a questionnaire has been designed based on two typical steel and cement companies in Hebei and conducted a field research there. According to the results of the research, the MRV methodologies for the iron-steel and cement industries, have been developed respectively, and took the methodologies as greenhouse gas verification tools for the domestic steel and cement industries. MRV methodology of the steel industry includes: application conditions of the methodology; determination of organizational boundaries,emission boundaries and time boundaries; according to the long process of steel production,the whole process can be divided into the scorch sector, the sintering to steelmaking sector and steel deep processing sector, then quantified the emissions of greenhouse gases in each sectors; determination of the leakage;analyze the causes of the activity level data uncertainty and quantify uncertainty;establish monitoring plan and implementation requirements. MRV methodology of the cement industry includes: application conditions of the methodology; determination of organizational boundaries, emission boundaries and time boundaries;q uantify greenhouse gas emissions in the cement production; define the leakage; analyze the causes of the uncertainty’s arising and quantify it; establish monitoring plan and implementation requirements.In order to verify the feasibility of the methodologies, according to the survey feedback of the two kinds of typical enterprises, two MRV methods are applied which developed in this paper. Then two kinds of MRV reports are accomplished. The MRV reports include:basic information of the reporting entity; determination of the accounting border; activity level data provided by the reporting entity; GHG quantification of specific process; data and information quality management of the reporting entity; analysis the reasons of the uncertainty exist for the activity data and related parameters, then to quantify the uncertainty; monitoring methods and monitoring parameters; principles and methods of verification; responsibility and objective of the report. From the MRV reports it can be seen that the iron-steel entity had emissions 24,670,300 tons of CO2 in 2012, and the data uncertainty is ±1.86%; the cement producer had emissions 2,555,500 tons of CO2 in 2013, and the data uncertainty is ±3.7%.In conclusion, the MRV methods developed in this paper is practical, which can be used as the iron-steel and cement industries GHG verification tools, and can play a significant role in China’s carbon trading market; By comparing the China’s GHG emissions in iron-steel and cement industries with international advanced levels, it is concluded that there are still a large potential gap for energy conservation and emissions reduction. |
