Study On Social And Economic Evaluation Index System Of Mine Geological Environment Management Project

With the intensification of the contradiction between man and nature in recent years, more and more attention has been paid to environmental problems. Only the scientific and rational exploitation and active environmental protection can achieve the sustainable development of population, resources and environment. However, due to the limited investment by the central funding on mine geological environment governance projects,we have to choose suitable project with strong urgency and importance, as well as good governance efficiency. Therefore, it is very necessary to carry out social, economic, resources and environment evaluation.On the basis of on-the-spot investigation and western economics theory, this paper collects a large amount of data and draws lessons from the relevant research experience at home and abroad, to explore the economic and social evaluation methods of mine geological environment governance projects.This paper constructs the index system of economic and social evaluation of mine geological environment governance project, and determines its principle, basic structure and content. This paper considers four aspects of mine environmental governance project evaluation: economic benefit, social benefit, resources efficiency and environmental benefits, according to the actual situation of mining production and construction.This paper selects and evaluates some appropriate indicators, and the specific contents of each indicator are explained.Then, I establish multi-level fuzzy evaluation model of the mine geological environment governance project economy evaluation and society evaluation, explaining the specific operation method. through the model,we can exactly measure the index in a certain extent of quantitative score, and the economy, society, resources and environment benefits of mining environmental governance project.Using the Delphi method combined with AHP to determine the weights, the survey questionnaire was designed, and the scientific and reasonable statistical analysis is carried on the questionnaire; with the application of the Yaahp10.4 software, the index weight can be used for the calculation, providing a simple and feasible data processing method for such evaluation.Finally, This paper did a research on Fuxin Haizhou open-pit coal mine geological environment governance projects in Liaoning Province. Taking this as an example, this paper has carried on the social and economic evaluation of the project, designed the corresponding index system and established a multi-level fuzzy comprehensive evaluation model. The results were analyzed, providing a reference for projects related to the social and economic evaluation,and it is conducive to the effective evaluation of mineral resources and development of mine environment protection strategy.
