Research On Performance Measurement Method For The Nonprofit Safety Organization Based On The BSC

With the development of social economy, the nonprofit organization plays an more and more important role in the society, the government, market (enterprise), a non-profit organization play respectively an important role in political field, and economics and social fields. Between the three mutual supplement makes the human society to stability and development. In the United States and other western developed countries, the development of the non-profit organization has been entered into the mature period, the nonprofit organization performance evaluation theory has been applied to the quantitative analysis method. The nonprofit organization in China is still at the beginning stage, it is still not perfect and standard.In China,the non-profit safty organizations face common performance assessment trouble. Since the birth of the balanced scorecard, it has been widely researched and applied, and was known as one of the most ten influential management thought during the last past 80 years.It has been widely used in the nonprofit organization performance measurement in many countries and regions.The main work is summarized as follows:(1) This paper researched the basic theory and basic problems of the performance measurement method for the nonprofit safety organization,which lay the foundation for the design of the BSC system of the nonprofit safety organization, the basic theory including:the theory about the non-profit safty organizations;the theory about the BSC; the applicability of the BSC when it is used in the nonprofit safety organization in our country.Through the comparison, we find out the differences of the BSC between the nonprofit organization and the enterprise, the adjustment to the BSC when when it is used in the nonprofit safety organization in our country. (2) This paper developmented the index system of the performance measurement method for the safety inspection institutions, including:The type of the safety inspection institutions, the characteristics of the institutions, the BSC system of the safety inspection institutions (including the framework and the factors), the index system,the weight, the contents of the outstanding achievements adding cent. (3) we developmented the assessment tools.This technique was composed of two assessment tools,a series of evaluation criteria and the assessment tool of the outstanding achievements adding cent. (4) we seted up the mathematical model of the measurement of the performance. (5) This paper designedthe performance measurement system and mechanism, including:the internal assessment steps and the external evaluation steps, the evaluation personnel responsibilities and requirements,and the suggestions about how to apply the performance assessment result. (6) Confirmation tests were carried out to test the evaluation method.During the study, we selected three nstitutions as test objects, and after the confirmation tests we improve the design results.
