Petroleum is the blood of industry and the source of economic development. However, petroleum exploration and exploitation is a high-risk industry and security issues happens frequently. Unexpected emergencies, such as fire, blowout, pedestrians breaking, will bring insecurity to the oilfield production safety, meanwhile almost of oil exploration and exploitation and production is in remote areas where communication infrastructure is poor. Therefore how to strengthen the field of emergency monitoring in such conditions has important significance to improve security capabilities for oil and gas exploration and exploitation and production.A primary problem is emergency communications for oilfields emergency monitoring study. China Petroleum, China Petrochemical Group, through the deployment of the central station and a mobile station in the oil fields, has gradually built a amount of satellite communication systems in remote desert areas to make up for the lack of coverage of public telecommunications networks and oil net specifically. However with the industry developing, more distant operating radius has gradually infiltrated oilfield operation. The traditional way of emergency telecommunications based communication satellite can not meet the needs of existing fields of emergency communications. Therefore, this paper introduced Beidou short message communication without communications blackout 24 hours a day and 3G network communication on the basis of satellite communication, and integrated communication satellite, Beidou satellite and 3G network as a means of emergency communication for the oilfield. Then this paper analyzed three aspects of network architectures, communication protocols and multiple access, etc. Taking Sinopec Jiangsu Oilfield for example, an oilfield emergency satellite communication solution based on the star satellite network, RTP/RTCP/ UDP protocol, MF-TDMA mixed via multiple access, a solution based on Beidou short message communications as well as a 3G solution based on WCDMA access for oilfield emergency was designed.After having emergency communications capability, users are enable to carry out data exchange activities include emergency data collection. Data Acquisition for emergency monitoring is responsible from providing data collection in the field for emergency monitoring wholly. In order to achieve data collection in field spot, the paper analyzes and compares with the audio acquisition, video acquisition, image acquisition, text acquisition technology, and detemines to use H.264 as video encoding, G.726 as audio encoding and JPEG-2000 as images encoding.In order to display and analysis real-time data returned, the paper studies on decoding and playback of the video, audio, images, designes decoding and playback solution for H.264, G.726 and JPEG-2000. And the technology based on real time video motion detection and tracking is studied, using three-frame differencing method and tracking algorithm based on normalized correlation matching region to identify and track moving objects, aimed at real-time video analysis of the oilfield for intelligent background monitoring to prevent an unknown target from bringing a security threat for petroleum production.Finally, the paper integrates emergency communication technology solution, emergency monitoring front-end data acquisition program, emergency communication back-end monitoring solutions for Sinopec Jiangsu Oilfield, design a field emergency monitoring system in terms of the overall system architecture, system function, interface, and developes the system by OSG dimensional development platform and QT development tools. The system integrates three-dimensional display module, audio and video satellite communications module, Beidou short message communication module and real-time intelligent video monitoring with C/S architecture. And the test about system function is carried out, and the result shows that function of each module is normal, which can provide effective support for oilfield emergency monitoring.
