Evaluation Of Financial Investment Performance In Typical Nature Reserves In China

As a kind of public goods, Nature Reserve has a strong positive externality, nature reserve made great contribution to protect biological diversity. Public finance plays an important role in the nature reserves’establishment and management. After the reform and opening-up, the nature reserve in China has been developed rapidly. The nature reserve plays an important role in the protection of biodiversity. China’s natural reserve funds increase investment, the construction of ecological civilization has been referred to a new height by "the 18th National Congress of the CPC", biodiversity conservation is being paid more and more attention, the construction and management of nature reserves has received unprecedented attention.How to use public finance more efficiently is a very important practical problem. It is also an important task to strengthen the conservation of biodiversity.According to "The research on the investment and performance evaluation of China nature reserve" project from State Forestry Administration Protection Department and "The evaluation method and Experimental Research on the fund investment of biodiversity conservation in china" project from Environmental Protection department, project team made a field research of 29 nature reserves from seven provinces such as Liaoning, Shaanxi, Hubei, Jiangxi,Yunnan, Sichuan and Guangdong. The information about the capital investment, use and management of the funds were collected. This paper analyzed the present situation of the capital investment and funds use in nature reserve, made performance evaluation of capital investment performance of China Nature Reserve by DEA, evaluated the effect of the fund use and the fund management of the nature reserve by the AHP analytic hierarchy process,analyzed the effectiveness of the existing laws and regulations on the protection of the funds. The conclusions were:(1)The total amount of funds invested in nature reserve is insufficient, the regulation of the use and management of funds is lacking, the self-earning ability is poor, the use of funds is limited, the capital expenditure structure is not reasonable, the fund is mainly used for the non-protection business,capital investment is not balanced influenced by local finance. (2) The performance of capital investment in China Nature Reserve is not good with low comprehensive efficiency. Some nature reserves with increasing scale benefit need to increased capital investment. Some nature reserves with low scale benefit of pure technology need to improve the management level and resource allocation capabilities. The level, type and staff capacity have a significant impact on the performance of capital input and output. (3)The use and management of the funds is lack of effect. There are large different of the effect between research reserves.Some local nature reserves have difficult to carry out effective daily protection work. There is a strong positive correlation between the effect of capital use and management and the performance of capital investment. Improving the use and management of funds can greatly improve the performance of capital input and output. (4) At present, there is a lack of complete policies and regulations on Nature reserve capital investment, use of funds and supervise of management. It is difficult to guarantee the effective supply of funds and the efficiency use of funds. It’s not conducive to the long-term development of nature reserves and to improve the efficiency of biodiversity conservation.Based on the conclusions,some specific policy recommendations to improve the performance of capital investment in nature reserves were proposed, hoping to improve the comprehensive protection of nature reserves.
