| With the increasingly expends of social and economic production scale and the unceasingly enhances of urbanization level, the impact of natural disaster has been more and more far-reaching, and the damage has been more and more serious. Higher requirements were proposed for hazard assessment work by complex disaster situation, so that ordinary disaster assessment like disaster information statistics is far beyond the development of society. A fast and effective comprehensive disaster assessment has been the basic requirements of disaster prevention and reduction, which can lead a more efficient work of disaster relief and reconstruction. When the disaster occurred, all kinds of satellites should be accessed and all kinds of data should be available, such as remote sensing data and basic geographic information data. We should also organize the related functional departments to conduct the remote sensing monitoring of disaster and field investigation. Finally, the collaborative analysis and comprehensive assessment was proceeded using real-time data and multi-methods. The conflict among assessment data is unavoidable in such kind of collaborative assessment, which make conflict detection and solution an indispensable part of modern comprehensive disaster assessment.In this paper, a systematic research was made based on the analysis of conflict in comprehensive disaster range assessment. The conflict among assessment data was classified, and applicable conflict detection and solution methods also were raised. Specific contents are as follows:(1) Defined and classified the conflict among assessment data. It was considered that conflict refers to inconsistent expression by different data description for the same objective entities. According to the characteristics of evaluation data, conflict was into two categories, geometric conflicts and properties conflicts.(2) On account of the classification of conflict, the method of geometric conflict detection was based on the comparison of spatial features similarity, and using the comparison of semantic similarity to detect the properties conflicts.(3) A hybrid model for conflict resolution was proceeded based on general strategies of conflict solution, which managed different people work together. Because of the complexity of the conflict, the integrated method must adapt to different kinds of conflict. The model first adapt the strategies of constraint relaxing and knowledge inference, and confirm with the scene to solve the suspected cases, and finally use the strategy of arbitration.This paper took experiment on the case of Ludian earthquake disaster range assessment, experiment about conflict detection for comprehensive damaged houses assessment was conducted, which indicated that this method was feasible. |
