Study On The Efficiency Of Air Pollution Governance In Beijing From The Perspective Of Fiscal Policy

Air pollution has significant negative externalities. As a public authority, the government is the manager of the national economic development and the maintenance of public interests. The government has an important responsibility in the management of air pollution. Under this background, the discussion has important academic and practical value about the governance efficiency of the air pollution in Beijing from the perspective of fiscal policy, this is useful for promoting Beijing’s air pollution governance and achieving sustainable development. This paper analyzes the background characteristics of air pollution in Beijing, including the natural environment, industrial development and energy utilization, and then analyzes the present situation of air pollution governance from two aspects. On this basis, this paper selects some index as input and output indicators, using some related data as a powerful support, then study on the efficiency of air pollution control in Beijing. Research shows that existing governance has made some progress, but its governance efficiency does not achieve DEA effectively, it needs to improve the efficiency of air pollution governance. In order to improve the efficiency of air pollution governance of fiscal policy, the paper puts forward some suggestions. Contents include:improve the utilization of the funds, innovate the model of pollution control; increasing the investment of the scientific research, to promote the ability of technological innovation; modify the industrial structure, improve the emissions trading system; strict process administration, management level raised; strengthen the functions of the government, strengthen intergovernmental cooperation. In short, this article strives to provide a new way to achieve effective air pollution governance through studying. I believe that through the efforts, we will achieve the dream of green Beijing at an early date.
