Most of vanadium slag produced in vanadium titanium magnetite steelmaking process, it’s a kind of slag containing the vanadium oxide which from v process after converting or the hydrometallurgical vanadium extraction.80% of the world demand for the metal vanadium from the vanadium titanium magnetite, it’s the raw materials to smelt vanadium alloy and vanadium metal. So, the smelting process with vanadium titanium magnetite produces a lot of vanadium slag.Through the analysis of vanadium slag composition, V, Cr, Ti, Fe, Mn and other elements are in the form of spinel, and the content of calcium, iron and other elements is higher than Vanadium, Si is in the form of fayalite and quartz. Because of two phases coexistence and the compact structure of vanadium slag particles, it’s very hard to extract only by Physical methods, and caused the problem like high production cost, more pollutants and product recovery rate is inefficient. The cleaner production is an environmental strategy to take overall prevention on the production processes, products and services, to reduce or even eliminate the harm to environment and human, at the same time to meet the demand of human development, achieve the biggest social benefits and economic benefits.At present, the domestic has promulgated several industries cleaner production evaluation index system and the related standard, promote the sustainable development of some industries, but shall not apply to the use of vanadium slag industry; Although the study on cleaner production overseas is earlier than inland, because of the limitations of vanadium ore resources distribution, the cleaner production of vanadium slag utilization industry abroad is still in its infancy. This paper based on domestic and foreign policies and industry characteristics, find out the deficiency of enterprises in the actual production process, using the analytic hierarchy process (AHP) from the target layer, criterion layer and index layer three layers of screening index, consulting industry experts in the province, combining the practice of key enterprise of cleaner production in recent years which can achieve a higher level and related standards, determine the basic value of every index in the system, by using the Yaahp software to calculate the experts’scoring to get the weight value of every index; then we can get a scientific and reasonable vanadium slag comprehensive utilization of resources industry cleaner production index system.In order to verify the rationality and feasibility of this system, this article selects a vanadium slag comprehensive utilization of resources in the province enterprises to carry out research. Because of the vanadium slag is a byproduct of steel industry, the steel market downturn in recent years, lead the required raw materials supply of vanadium slag is not stable, and the production is intermittent. So in this paper, we research the enterprise only 3~6 months in 2011,5~6 months in 2013 when it’s under normal working condition of production situation with scientific and representative. This paper using the index system and evaluation method of evaluation of enterprise cleaner production level, found some problems in the process of evaluation of enterprises, like higher energy consumption in the roasting period, pollutants can also be further recycling, etc. Clear the direction to implement the cleaner production level, put forward the measures and suggestions to the enterprise, in this way, verifying the feasibility, rationality and practicality of the index system, providing a scientific basis for the enterprise to improve the cleaning production.
