Study On Community Participation Model Of Eco-tourism In Community Conservation Area

Community conservation area is based on the burden of biodiversity conservation of the ecological protection of the region, protection is the starting point and focus of all its activities. Community participation is one of the best ways to realize the sustainable development of ecological tourism, the development of the tourism community and the ecological protection. This paper attempts to base on the idea of the Protection and Development viewpoint、 Participatory Development and Community Participation, by "giving" community participation and management rights, community residents as the main body of development, construction of community participation model of Eco-tourism in community conservation area to coordinate the protection and development of the contradictions, community security interests, promote community protection of environmental resources protection and sustainable utilization and the sustainable development of ecological tourism of the healthy development of the tourism and community.The paper summed up the significance of the community participation, existing problems, difficulties in participation, affecting factors and community participation, combing the domestic and International Eco-tourism community participation pattern, experience of domestic and foreign community participation, community participation in the contents and steps of analysis, to build a community participation model of Eco-tourism in community conservation area via reviewing domestic and International Eco-tourism community participation status. It expounded how to participate in the development and operation mechanism of the Eco-tourism, how to guarantee the community’s rights and interests as the main body, to protect the natural resources of the survival of the community. Community as the main part of the development, to participate in the development of Eco-tourism planning, participate in the decision-making and management in the Eco-tourism operation mechanism, operation, profit distribution, ecological protection and evaluation constructed of guarantee mechanism of community participation; finally, the analysis of the steps of community participation, and to provide reference for ecological tourism agency reserve community participation.Empirical study based on the sub-project " Shuchang Eco-tourism management game and action plan" of "The protection Strategy of YunLong TianChi Nature Reserve Project", study on the Shuchang Community Eco-tourism participation. By several investigate and survey in the field, we took part in the whole process of Shuchang Community Eco-tourism planning and operating, collected basic information of Shuchang Community, observed its Eco-tourism management activities in the field twice, at last, evaluated the level and effect of Shuchang Community, analyzed Shuchang Community participation Eco-tourism actual operation’s experience and existing problem, came up with some suggestions to improve Shuchang Community participation.There are some conclusions:1) The scientific and reasonable mode of community participation is the key to promote the development of community participation in the development of the ecological tourism, and to coordinate the contradiction between protection and development.2) The community participation model of community protected area Eco-tourism has a guiding significance to improve community protected area Eco-tourism development, effectively improved community development and ecological environment protection.3) From the empirical study of Shuchang Community participation Eco-tourism, on account of the deficiency of community capacity and lack guarantee of law and policy, community participation still confront with many uncertainties, which influenced community residents’ participation enthusiasm, therefore, only guarantee community’s right and community’s capacity building by law and policy can truly realize the community participation of Eco-tourism.
