With the rapid development of modern information technology, electrical and electronic products have been widely used in various fields of social life, Apart from the convenience brought to the public, waste electrical and electronic products also bring about increasingly serious environmental pollution and other issues. As a major producer and consumer of electrical and electronic products, China has entered the era of frequent electrical and electronic waste pollution. Facing the pressure of electronic waste pollution and the necessity of resource recovery and utilization, government has been introducing a series of laws, regulations, and technical specifications in order to get electronic waste pollution under control, but the effect isn’t very well.In order to improving the implementation effect of the policy on recycling and disposing electronic waste needs the participation of the public, including the producers, dealers, and consumers of electrical and electronic products, who are closely related to the production of electronic waste, NGO in environmental protection, and industry associations. Public participation in electronic recycling and disposal is not merely reflected in the implementation of policy on electronic waste recycling and disposal. The public should also actively participate in the policy making process.This thesis attempts to study policy process of the electronic waste recycling and disposal from the perspective of public participation. First pointed out that public participation in China’s electronic waste recycling in the process of policy background, value, subject and form. then through the introduction of China "waste electrical and electronic products Recycling Management Ordinance" promulgated process, analyzes the main problems of China’s public participation in electronic waste recycling processing policy process, including public participation has not yet formed a complete and stable system, part of main body is not included in the decision-making process, the corresponding function does not play, public participation related support mechanism is not established, participate in relevant professional literacy subject is inadequate; then introduces the concrete practice of Holland, the United States, Germany public participation in e-waste recycling policy process, summarizes its worth where we can learn from, such as the "extended producer responsibility" system wide implementation, public participation in the main responsibility of Ming Dynasty Indeed, the implementation of the policy implementation supervision units, focusing on the public electronic waste recycling and processing of professional quality education.Reality in our country, to promote public participation in electronic waste recycling process of policy recommendations:to promote public participation in policy formulation process, to guide the stakeholders to participate fully in the policy implementation process, according to the policy process is different, the key points to play the corresponding public subject participation, establish e-waste recycling and processing of disclosure of government information, feedback system, develop scientific literacy of the public good.
