Since the development of the oilfield, we have accumulated a large number of different types of oil field development and design program, the regularity of knowledge and design experience. Drawing on the existing information resources can greatly make the design of the development program more scientific and more efficient. Pointed to the information resources organization and information searching based on semantics, this paper studied the domain vocabulary semantic similarity algorithm, the knowledge expression and inference based on fuzzy Petri net, came up with the semantic inference model on the basic of fuzzy Petri net, built the corresponding applied platform, and validated the algorithm and the model by using the accumulated abundant information resource of oilfield development design.This paper gave the information resources organization method and built the semantic database of domain vocabulary in oilfield development and design. As to the semantics searching of literature resource in the domain of oilfield development and design, this paper proposed that we can get the matching degree of literature and users’ searching goal by computing the semantic similarity of the key terms both in the searching condition and literature. Then, counting on the semantic distance and the information content, we built the domain vocabulary semantic similarity algorithm. We improved the semantic distance’s computational formula considering the effect of the edges’ weight, nodes’ degree and density to the semantics distance; And in view of the degree’s effect on the nodes and their child nodes, we improved the formula on the basic of the Nuno model’s computational information content, and the accuracy of the semantic similarity algorithm has increased.About the development program searching for oilfield development design domain, we built the semantic inference model on the basic of fuzzy Petri net. Improving the shortcomings of fuzzy Petri net’s knowledge expression and inference, we use the net to express the fuzzy production rules. We take the value of the semantic similarity between the input key terms and program characteristic parameters as the input of the semantic inference model based on fuzzy Petri net. According to the fuzzy rules, we achieved the development program searching based on semantics by carrying the fuzzy inference on the Petri net based on the matrix operation, and giving the similarity between development program and users’ need.The paper proposed an oilfield development design domain information resource service platform on the basic of semantic inference model and algorithm, and proved that the above method can solve the semantics domain information resource searching effectively by testing literature and development program. The study has certain practical value and applied vista for the semantic researching of the oilfield development design domain information resource.
