The Research On The Method Of Cost Control And Management Process Optimization Of Environmental Protection Project

In recent years, China’s economic development makes a spurt of progress. But in the time of economic development, countries are increasingly aware of the importance of environmental protection. Environmental monitoring as the basis for environmental protection has very important meaning. The huge market demand led to the number of environmental types enterprises become more and more, and it also brings the intense market competition. The industry is a new industry in China, many enterprises believe that investment and development speed is important than planning, so that the development problem is also breeding.Environmental monitoring industry as an important branch of the environmental protection industry, the enterprise in this industry is lack of theoretical guidance and management experience and this would bring problem of cost management. In the fierce market competition environment, only the effective control of the project cost could make enterprise survive in the industry, which has important significance for the environmental monitoring project construction enterprises.The procurement of equipment, labor cost, outsourcing services compose the mainly three parts of the environmental monitoring project cost. The paper analyses from the internal cost control methods and processes, establish a set of practical and feasible control method for the management of labor cost by activities-based cost method (ABC) and the standard cost method, and apply the method to the practical case. Because of the limit of the status of the industry, this paper proposes to establish a long-term partnership with instrument manufacturers to ensure the equipment procurement will not change significantly and proposes the establishment of independent outsourcing base to control the cost and quality of service outsourcing.The paper puts forward the method of subdivision of labor cost and assembles marketing, designing, researching, engineering, quality controlling these five kinds labor cost to establish the cost operation center and use such method to control the labor cost of environmental monitoring project. The paper also optimizes the mechanism and process for equipment procurement and outsourcing services. According to above research contents, the paper finally provides reference for the cost management of same type environmental monitoring project.
