LNG cold energy utilization can effectively save energy, improve the comprehensive utilization of energy and reduce carbon emissions, in line with China’s concept of energy-saving emission reduction and vigorously developing the circular economy. By studying the current domestic and foreign typical LNG cold energy utilization project, the question of single technology of the project, undefined operation mode and inadequate policy support exist in the development of China’s cold energy industry, especially in the operation management of project. Therefore, it is necessary to analyze and study three key links which are the technology, operation and policy in the operation and management of LNG cold energy project, in order to provide new ideas to promote the rapid development of the industrialization of LNG cold energy project.Combined with the market demand for conventional and residential cold user in low temperature, from the technical point of view, this paper firstly designed and analyzed four single utilization process of LNG cold energy technology for power generation, refrigerator, ice and cold air conditioning, respectively. The calculation shows that the exergy efficiency is between 10%~20%. According to "temperature counterpart, energy cascade utilization and minimum exergy loss" design principle, the paper designed comprehensive utilization process of LNG cold energy using for power generation-refrigerator-ice-cold air conditioning, and integrated optimization based on four single LNG cold energy utilization mentioned above. The exergy efficiency increased by about 30.67%, which is significantly.higher than single utilization process.Secondly, the operation and policy aspects of LNG cold energy project were analyzed systematically. The exergy economics method is adopted in energy of LNG cold value analysis and evaluation in the operation of project process. By investigating the relationship between the cold exergy price CqT, COP and T, the value formula was produced with different temperature of cold energy. Analysis, identification and claim/benefit matrix analysis of LNG cold energy projects in different stakeholders is based on this introduction of stakeholder theory; three kinds of projects which are the delegation, DBO and BOT for LNG cold energy project operation mode,were proposed.Through the analysis of the current situation of LNG cold energy utilization policy, it put forward the need to introduce a detailed specific LNG cold energy industry policy and other relevant policy-oriented recommendations.Taking a domestic LNG receiving terminal at southern coast and its surrounding market environment as the background, a scheme design was carried out combined with integrated utilization process of LNG cold energy using in power-refrigerator-ice-cold air conditioning. And the operational aspects of the energy-saving benefits and mode analysis has been completed. The results show that this program can use LNG flow of about 175t/h, which can meet the local market demand with electricity and cold market. The total investment of the preliminary project is 478.1million yuan, the annual total energy-saving benefits of this project is about 77.2 million yuan and the investment recovery period is about 6.19 years. At the same time, it determined that the project adopted BOT mode of operation,and it put forward the project can enjoy high technology finance, science and technology declaration and other policy support. The project plan design has important reference significance for the sustainable development of LNG cold energy utilization project in our country.
