On Administrative Regulation Of Public Hospital Health Services

Medical resource is based on the level of economic development in our country,publichospital medical services system in the protection of the people’s health has played a positive role.But even experience several medical health reform tide, public hospital medical services systemis still not completely out of the era of planned economy，making public hospital cannot achieveits operation efficiency to meet the ultimate goal of the national basic medical servicerequirements. And the pursuit of popular club, safeguard the public interest is always the focus onthe development of social civilization, is one of the basic goals of national legal supervision.Basic health services to provide deep relationship to the quality of life for families with healthand safety, therefore in the public hospital administrative regulation should be public hospitalregulation within the trend of behavior, enables the public hospital to a greater extent the publicwelfare. Therefore, the government must give full play to its function of public hospitals toprovide basic medical service activities of regulation, especially through the formulation andperfection of legal system and administrative process to solve the problem of norms.But existing in our country public hospital regulation system has highlighted many of theelite problem restricting the public medical service quality. Disorder, regulators do not coordinateorientation of the government’s role, regulatory concept unclear, improper supervision way, theregulatory information is not clear and so on a series of problems, seriously affected therealization of government public service function.This article will analysis the basic theory of administrative supervision, basic medicalservices and combing China’s public hospital regulatory system of historical development, fromtwo aspects of theory and reality to investigate China’s medical service theory and practice ofadministrative supervision system construction must overcome the problem, finally combinedwith the domestic and foreign related experiences, basic medical services of public hospitalconfigurations of administrative supervision and restriction.This paper consists of four parts. The second part based on the basic theory of administrativesupervision, discusses our country public hospital basic medical services and administrativeoversight of academic thinking. The third part mainly elaborates our country public hospital isbasic medical treatment service history and problems of administrative supervision, discusses our country public hospital main problems of basic medical services, administrative supervision, andanalyze its causes. The fourth part is mainly from the perspective of administrative law in thispaper, the reform consummates our country public hospital administrative supervisioncountermeasures basic medical services. Including regulatory system of laws and regulations,regulatory model, the transformation government function, strengthen supervision mechanism isreasonable configuration of power, improve and strengthen supervision methods and strengthenthe supervision of power restriction. To perfect our country public hospital reform is basicmedical treatment service administration put forward the proposal, so as to promote therealization of basic health service public welfare of public hospitals.
