| Health is the premise of human survival and development.The right to health is a basic human right.With the development of society, we care more and more about our health, and changes have happened in our country, that gradually we focus as much on prevention healthcare as disease diagnosis and treatment. In2009,China’s new medical reform program clearly points out, promoting the gradual equalization of basic public health service is an important work in our country in the new round reform of medical and health system. However, because of the gap between the rich and the poor and between different regions, in the1.3billion, not everyone’s need for basic public health services is satisfied. Meanwhile, as the major population in our country is from the rural areas, it is rural areas that are the point to realize the equalization of basic public health services. Based on an analysis of the theory about the equalization of basic public health services, taking Boshan in Shandong Province--in which fundamental public services in the rural areas have been put into effect since2010--as an example, this thesis explains the achievements and the problems in the past three years, and more importantly finds the causes and the solutions of the problems. Through this thesis we can figure out, that although basic public health services in the rural areas of Boshan has established a complete organizational setup with some financial input and a specific body of work, there are still problems to be solved, including:lack of medical personnel in rural clinics, unbalanced personnel configuration; unbalanced development between medical service sand public health services; and public health services not playing as important an role as it should be. The causes of the problems could be:a general lack of awareness of public healthcare; insufficient financial input to primary healthcare institutions from the government; imperfect employing mechanism in primary healthcare institutions; and performance evaluation mechanism of public health services not being normative. To solve the occurred problems and to guarantee that common people can enjoy high-class basic public health services, the following things should be done in Boshan:firstly, improving the recognition of the importance of the government for public health work and enhancing residents, especially rural residents’ awareness of the equalization of basic public health services; secondly, perfecting the security system based on total personnel salary and increasing the overall input to the rural public health services; thirdly, perfecting the employing mechanism based on employers’autonomous right; fourthly, perfecting the performance evaluation mechanism in consideration of the reality. The equalization of basic public health services is a systematic process which should be carried out step by step. By analyzing the equalization of basic public health services in Boshan, this paper aims at offering reasonable suggestions and opinions for generalizing and implementing the process of it. |
