ObjectiveTo develop a set of indicators to assess the emergency risk communication skills of the health sector. The established indicator system can serve as a useful instrument in the continuous improvement of handling public emergencies.Methods1. In this reseach, literature review, brainstorming methods and Delphi method were used to construct the eventual indicator system;2. Questionnaire survey was used to analyze the health emergency risk communication of the Level2above hospitals in Guangzhou.Results1. Evaluation indexes system of capacity to emergency risk communication in medical and health unit:The evaluation index system including8primary indexes,30secondary indexes. Class1evaluation indicators including Organization and management、 Safeguards、Training exercises、Risk Assessment、Information Monitoring、 Information dissemination、Media communication、Public health education and promotion; Class2evaluation indicatiors including Leadership attention、 the establishment of competent authorities responsible for emergency management、......、and Working with the media to carry out public service announcement of30indicators.2. The Basic information of health emergency risk communication of32for Level2above hospitals in Guangzhou:①Basic information:32for Level2above hospitals of Guangzhou were investigated.It contained19Grade2A hospitals (59.38%),13Grade3A hospitals (40.66%).②Organizational leadership:23hospitals (71.86%) set up a leading group to regularly inspect and guide the health emergency;28hospitals (87.5%) establish or assign the specialized authorities, among of them, five hospitals set up emergency management office;17hospitals (53.13%) established the Advisory Panel;18hospitals (56.25%) working group was set up information;29hospitals (90.63%) developed a variety of plans.③Safeguards:31(96.88%) hospitals to establish a cross-departmental mechanism;17hospitals (53.13%) to establish a spoke sperson system;20hospitals (62.5%) has established an emergency command platform and ensure funding.④Risk assessment:22hospitals (68.75%) establish a public health emergency risk assessment mechanism,19hospitals (59.38%) established a warning system;⑤Training exercises:There are26teams, the total number of691passengers;22hospitals (68.75%) were training on a regular basis;30hospitals (93.75%) regularly carry out emergency drills and up to433times.⑥Information monitoring:11hospitals (34.38%) established a public opinion monitoring system;24hospitals (75%) established a disease surveillance systems;15hospitals (46.88%) established a information database;17hospitals (53.13%) analysed the information which were collected regularly.⑦Information dissemination: The informations were submitted within2h;30hospitals (93.75%) could achieve to report emergencies directly by the internet;6hospitals (18.75%) had released the information.⑧Media communication:19hospitals (59.38%) have established a cooperative relationship with the local mainstream media.⑨Public health education and promotion:All hospitals have established the health topics in websites and billboards;28hospitals (87.5%) developed a public health emergency and disseminate knowledge of education programs;24hospitals (75%) carried out exchange activities regularly;21hospitals (65.63%) carried out public service announcement with the media.Conclusion1. An evaluation indicator system was established for capacity to emergency risk communication in medical and health unit.The indexes reflected the process of combining indicators and efficiency indicators, personal traits and organizational perspective. Its structure were reasonable, comprehensive, and easy to get. It can be served as a useful instrument in the continuous improvement of handling public emergencies.2. According to the survey results, the capacity of the emergency health risks in most of the hospitalare poor, and no significant difference between the Grade2A and3A hospitals. Risk communication is a systems engineering work, involved Organization and management、Safeguards、Training exercises. Risk Assessment、Information Monitoring、Information dissemination. Media communication、Public health education and promotion. Currently, most of hospitals have not been paid enough attention to establish the Health Emergency Risk Communication capability. Risk communication work throughout the whole process of emergencies, and it can directly related to the result of the event. Health departments should correctly understand active role in emergencies, and increase the intensity of construction. The purpose is to win the support and cooperation from the public, create the necessary public opinion environment, maintain and shape a good image.
