The Research On The Difficulties And Countermeasures Of Medical Services In Out-of-town Of Basic Medical Insurance For Urban Workers In Jilin Province

The establishment of the socialist market economic system leads to the constant increaseof the cross-regional employment and floating population because of the difference ofmedical insurance policy in each region. As a matter of fact, the problem of insurants’medicalservice in out-of-town is increasingly getting more and more serious. There is no doubt thatthe effective management for medical service in different places becomes one of theimportant problems to be solved promptly in the medical insurance field. In the past few years,our country has advanced the medical and health system reform continually and has improvedthe transfer of medical insurance relationships gradually in order to make the medical servicemore fair and just. Meanwhile, human resources and social security department has takensome measures to boost provinces and cities which have advantages to improve the settlementservice and management service about medical care in out-of-town. More importantly, theJilin province set a new goal in "Twelfth Five-Year Plan" and regarded the management ofmedical service in out-of-town as a significant people’s well-being project.This issue is researched in the paper by methodologies of literature review, case analysisand expert consultation. First, some questions on medical service in out-of-town will bediscussed and analyzed. And Some concepts will be defined. Second, the system backgroundon basic medical insurance for urban workers will be introduced.,including the construction ofbasic medical insurance for urban workers, medical services in out-of-town related policyformulation and implementation, and management services.In addition, the difficulties andobstacles which urban workers will face in medical service in out-of-town will be analyzedthrough statistics. Eventually, the suggestions on medical service in out-of-town will bemade in theories, introducing the advanced management experience of medical service inother places in our own first provinces and cities.
