BackgroundWith the continuing promotion and improvement of the market economy, the health and safety of the public places is becoming the focus of attention, the mode of operation of the public places develop diversified from the nature of collective-operation to contract-operation, partnership-operation and self-operation. Primary health supervision agencies are facing more and more problems in the supervision and management of public heath. How to do supervision and management scientifically and efficiently? How to raise the level of health and safety of the public places effectively? How to improve the quality of health? These questions have become the urgent subjects to be solved in the work of public health security.Research purposesThe goal of this project is to explore the establishment of regional health-supervision-mode which has high-quality and high-efficiency, through the research of existing modes. The new mode will be different from the former one which is government-led and traditional. It aims at achieving the ultimate goal of self-regulation by corporations through government guidance and scientific management. Then, the mode will help to achieve the sustainable improvement of the public health through self-discipline by corporations and effective guidance by government. Ultimately, health supervision of public places will achieve the goals of Government-satisfaction, people-satisfaction, relatives-satisfaction and self-satisfaction.Research MethodsSelect three types of public places in new Huangpu district including bathing places, swimming places and hotels as the object of study. The intervention group of hotels, the whole selected bathing rooms and swimming pools implemented the new mode of supervision and management, while the control group implemented a traditional regulatory mode. After one year, an assessment of the three types of public places was made to observe changes of the overall health status. Then we got a conclusion of the effectiveness of the new mode.ResultsFrom the results of quantitative classification of three key public places (bathing rooms, swimming pools, hotels) before and after intervention, the hygienic situations have been improved in different degrees. Among them, hotels were the most obvious places in hygienic improvement. Class A rate of hotels increased by70%in the intervention group, while class A rate of hotels remained unchangeable in the control group. The difference of Class A rate between the control group and intervention group had statistical significance (χ2=20.4, P<0.05). Before and after the intervention, the overall Class A rate of bathing rooms and swimming pools increased by25%and27.3%respectively.ConclusionsThe optimized mode which included "mutual communication system","results appraisal management mode" and "5S corporate self-regulation mode", played a significant role in enhancing the performance of health supervision, improving public health services and improving the quality of hygiene in public places.
