A Study Of Medical Services Price Reform Of Public Hospitals In The Context Of Medical System Reform

In recent years, the problem of difficulty and expense of the medical service has become ahot issue that our government and the general public are very concerned about. In order toaddress this problem effectively, it is necessarily to formulate a reasonable policy for the priceof medical services. The reasonable price of medical services is an important factor to adjust thevolume and structure of medical services, manage the market mechanism, optimize theallocation of health resources, efficient use of resources, regulate the relationship betweendoctor and patient, and guide the needs of patients. Medical services including two factors:products and benefits. In theory, the price should not only reflect the value of medical servicesor products, but also help to achieve equity in health, social welfare and efficiency and so on.In this paper, a new health care reform was used as background. The analysis based on thestudy of all levels of medical institutions in Fuzhou. Combined with the characteristics ofdifferent levels of the medical institutions, authors use the medical service price as the startingpoint to do the research. In this paper, author discussed the problem exited in the medicalservice industry based on study of the relationship between the medical service price and cost,and medical service price and financial compensation offered by government. Meanwhile, I didthe statistical analysis on the correlation between the cost of the medical institutions and theprice of the medical service. The results showed that the formulation of the price of medicalservices and medical service costs out of line. After I did a depth research in Fuzhou`s medicalinstitutions, I found that: There is relevance exists among the price of medical services andmedical cares costs. However, some big problem still existed during the process of the medicalservice price-making process. First, the health care cost accounting mechanisms are inadequate;Second, medical services, pricing mechanisms unreasonable; Third, The misunderstanding of``one heavy, one light``existed during the process of the medical services price managements;finally, there is lack of an effective connection between the medical service price, cost andfinancial compensation. Based on the problem of health care pricing that we discussed before,we present an idea of medical services price reform. It not only can solve the problem ofdifficulty and expense of the medical service for the mass; but also help to provide a strongbasis for further Improve the health services in public hospitals.
