The Research On The Reform Of Medical Service Price In Public Hospitals Base On The Zero Profit Drug Policy

With the deepening development of medical and health system, the reform of medical service price has gradually been put on the agenda, which has become the focus of attention. Medical service fees have become an important channel for compensation in public hospitals, the government has proposed the implementation of zero profit drug policy, reformed the mechanism and adjusted the price of medical services. The purpose of medical service price reform is to get rid of the price of the " to drugs to support medical" mechanism, to construct a reasonable health care system, to reflect public welfare,and allow the masses to enjoy the more dividends reform.Although the reform of medical service price has experienced a long historical period and achieved some results in different policy backgrounds, there are still some problems. Especially, with the introduction of zero profit drug policy, the reform of medical service prices has become more urgent. Lacking of system specifications and supporting measures, the reform of medical care price process is relatively slow.This paper analyzed comprehensively and systematically the reform of medical service price based on the method of literature research and empirical analysis. The related theories of the public goods, government regulation and value theory are used for studying the current situation and the problems t about the medical service price combined with the practical problems in Jiangsu Province. The research has proposed steps to reform the price of medical services in public hospitals under zero profit drug policies and specific operational methods combined with some inspiration from advanced patterns in developed countries and the actual situation of China’s medical service price, and proposed supporting measures to further improve the medical service price reform. By adhering to advance the public good and promote the healthy and sustainable development of public hospitals.
