Specifically, withthe social progress and development, people’s demand for public health servicesbecomes diversify and to be more complicated. the public health system put forwardhigher requirements.This lead to a higher service requirements for public health talented person. TheShanghai city’s health and Family Planning commission carry out three timesThree-year action plan for public health planed since2003, formation of a grouppublic health talented persons who can meet the demand of The future public healthservices in Shanghai and have a certain influence in the country and abroad, providingpersonnel protection for further development of our public health career.In this study,the frequency of keywords search consulting a large amount ofdomestic and international literature,from the relevant evaluation methods at homeand abroad,according to management, hygiene and statistical theory and principles,methods of constructing the evaluation index system and weight project byDelphi,expert consultation, according to the2012-2013" public health leaderproject funding30training object of investigation and comparative research, theestablishment of evaluation system of Shanghai city "public health leader" project,the results showed that: the index system has good reliability and validity,practicability and maneuverability, guide. Through the evaluation analysis draws thefollowing conclusions:1〠in the financing of public health leaders, the abilities ofscience strength and personal strengthened.2〠public health, lead to further optimizethe structure of talent.3〠public health prevention and practice ability reflected.4, tofurther strengthen public health discipline transformation.
