The Research Of Promoting The Equalization Of Basic Public Health Services’ Problems And Contributing Factors

Promoting the equalization of basic public health service is the important action toenhance health equity, which is also an important means to protect the masses enjoy equitableaccess to basic public health services. At present, China’s regional, urban and rural healthdevelopment has not equal status; social and economic development is in ethnic areas ofbackward, poor medical facilities. Minority medical treatment difficult, expensive comparedwith developed area is more serious illness, affect our health, hindering the improvement ofpublic health. Exploring a path in minority areas of the equalization of basic public healthservices, and is closely related to ethnic minority areas the people’s health rights and interests.To promote equitable access to basic public health services to residents throughout the country,and to build a harmonious society, and plays a key role in promoting national unity.This paper is divided into six parts: the first part is the introduction, mainly introducesthe research background of the equalization of basic public health services; introduces theresearch significance, research ideas, contents and methods, the focus of the research papers,difficulty and innovation; through the literature review introduces the current situation ofresearch and practice at home and abroad.The second part, which is based on the theory related. This part illustrates the definitionof the equal access to basic public health services, public health, and introduces theinterpretation for the equalization of basic public health services in national policydocuments.The third part, mainly describes the basic public health services content, financing,provision and performance appraisal four aspects as the framework, and studies the each linkof the equalization of basic public health services to further describe.The fourth part, which makes the Sichuan minority areas as the scope of this study,describes the local promoting the equalization of basic public health service status andproblems. At the same time, an important problem of basic public health services in the thirdpart of the analysis of the causes for ideas is mentioned, and analyzed the other factors such asaccording to the actual situation of Sichuan minority areas: geography, humanities factor,policy factor, the public finance system, transfer payment system, the government’s attentiondegree.The fifth part, introduces foreign advanced experience in promoting the equalization of basic public health services in the process of practice, after summarizing the positiveexperience at the same time and put forward the significance of reference to China.The sixth part, combined with the actual Sichuan minority areas, puts forward somecountermeasures and suggestions: one is to establish the legal protection; the two is toimprove the degree of attention to the government; three is to perfect the guaranteemechanism of funds; four is to improve the basic public health service system; the five is tostrengthen the performance appraisal and supervision of public health; the six is to carry outthe characteristics of ethnic minority areas of public health service.
