Objective: Evaluation on doctors’ ability is important contend of human resource management of medical institution and has been gained attention of both hospital manager and health administrative department. For a long time,evaluation doctors is mainly focusing on qualitative evalation while lack of evaluation on its skill, work intensity and quality This study was carried out by the theory of balance scored card and SMART principl, relying on a first-class hospital as to set up a scientific clinical doctors’ comprehensive evaluation system and then carry out its empirical study. It has laid foundation for building up a structure reasonable and contend improving documents for doctors,which are used for scientifically evalating doctor’s clinical abilities and lead what doctors should work hard for, and offer decision-making referrence for administrative deparments.Methods:This study applied literature collection and Delphi expert consultation method, screening evaluation indexs for doctors’ abilities. To carry out empirical study by Selecting two clinical deparments respecitvely ——internal medicine and surgery of a certain first-class hospital( respiratory department, neurology, gynaecology, Department of ENT) and integrate the data from imforamtion system, human resource mangement system and science and technology management sytem of the hospital so as to evaluate doctor’s abilities of the above four clinical deparemnts by Weighted TOPSIS method.Results:(1)estabilish 37 comprehensive evaluation index of doctos’ abilities which include quality index, performance indicators, development index,cost index.It basically covers various abilities of doctors both internal and surgical subjects,which has great representativeness and maneuverability.(2) Weight coefficient of each index of the two subjcets were set according to the latitude layer, index layer and target layer and determine each proportion of the comprehesive evalutaion system.(3)The results of empirical study show that the doctors who score higher in the evaluation are in the respiratory department and department of ENT than that of neurology and gynaecology department. The doctors who rank behind are maniy weak in the development indexes as thesis, monograph,project, academic assignment,clinical teaching etc.Conlusion: Evaluation on doctor’s comprensive abilities is a complex job, while it has great applied prospect. Not only scientific evaluation system should be built but also reasonable evaluation team should be set up for specific work so as to fufill the evaluation job well. What’s more mordern information technology should be applied.. The resluts of doctor’s evaluation not only reflect doctor’s clincal ability but also reflct mangement ability of the clincal deparment, which has both meaning in this apect.
