Research On The New Rural Cooperatives Medical System In Longwan District Of Wenzhou City

With China’s reform and opening up gradually, the previous planned economic system can not meet the demands of economic development, the traditional rural medical cooperation can not meet the demands of the development of the market economy, so it launched a nationwide new rural cooperative medical care reformation. The new rural cooperative medical system has been implemented since 2003, which has greatly improved the farmers’ rights and interests and improved their health levels. Wenzhou had begun a new medical reformation since 2004, running for more than a decade, to solve the problem of farmers, such as “expensive payment, difficult illness”.First of all, on the basis of explaining the connotation of the new rural cooperative medical system and the social security and game theory, this paper reviews the development process of the new rural cooperative medical system in Longwan District of Wenzhou, analyzes the current situation of the development of new rural cooperative medical system in Longwan District, and discusses the construction of the new rural cooperative medical system in Longwan district. Second, based on field investigation, the problems of new rural cooperative medical system in Longwan district were analyzed. At present, the problem of Longwan District of the new rural cooperative medical system mainly exist in several aspects, such as low fund raising level, irrational distribution of medical resources and service, limited service capacity of primary health care institutions, Imperfect supervision and management mechanism, lower participation of farmers enthusiasm. Finally, it puts forward countermeasures and suggestions for promoting the development of new rural cooperative medical system in Longwan District, such as raising and managing the funds, improving the levels of basic medical service, doing better works of institution supervision and management, improving the compensation mode, increasing the propaganda and mobilization of farmers.
