Since 2006, China’s medical and health undertakings carried out a series of reforms. With the constant improvement of the basic medical insurance system, the integration of the basic medical insurance system for urban and rural residents is gradually promoted, and the establishment of universal health care system is to be expected soon. There is, however, a big gap between the protection provided by basic medical insurance and people’s increasing medical needs,and the supply-demand contradiction of China’s medical and health services has become increasingly evident, particularly in urban workers medical fields. In order to alleviate the issues of workers’ high medical cost burden, ACFTU(All China Federation of Trade Unions) launched a worker medical mutual aid plan, which is in compliant with the times and controls the situations of poverty caused by illness to a certain extent. Changsha City Federation of Trade Unions responds positively to the plan. Changsha FTU started to prepare for the city’s worker medical mutual aid plan in early 2012 and officially launched the plan in October. Currently, the number of participants has reached 260 000. The cumulative distribution benefits are nearly 40 million yuan, and more than 25000 participants have accessed to medical expense relief through mutual aid, which eases their pressure on the medical treatment costs.Mutual health insurance has developed in a long time in the west, but it is still a new thing in our country. The existing domestic theories of social security does a little research and thinking on the medical mutual work. Moreover, medical mutual aid is only a useful supplement of basic social medical insurance system. The form of organization and the coverage of participants are the fundamental cause limiting its development. In the case of Changsha, issues of unscientific estimated proportion of aid, limited fund-raising channels, and low standardized management level have appeared in the implementation of Changsha Worker Medical Mutual Aid plan. In this paper, the implementation plan and effect of worker medical mutual aid plan is analyzed with the use of public economics and public administration theory. The overall situation of Changsha Worker Medical Mutual Aid plan from 2012 to 2015 is the subject of the study. With plenty of real data, a comprehensive analysis is made to discuss the actual impacts of worker medical mutual aid on the relief of workers’ medical treatment costs pressure. In the meantime, ideas on standardization and development of mutual aid are proposed to solve problems in the implementation of three-stage medical mutual aid plan and to give advices on promoting the social effects of medical mutual plan in terms of organization forms, estimated proportion, funds management, accounting basis, propaganda, etc.. Hope that working mechanism of medical mutual aid could be further improved and thus attract more workers to join the mutual aid program. Hope that medical mutual aid could play a better role to ease the high medical cost contradictions and contribute on the economic development and social stability. |
