Analysis On The Influences Of Medical Price Comprehensive Reform On Hospital Economic Operation In County Hospitals

The county hospitals play a key role in the hub of the health service network in China. After the start of a new round of reform, the price reform of county hospitals has been the focus of concern. The result of the reform is not only related to more than 900 million people they service, but also has an important reference value on the subsequent implementation of the reform of urban hospitals.Objective:Jiangsu Province carried out the pilot reform of county public hospitals in 2012. This paper mainly explores the current situation of reform through the pilot hospital, to discuss the impact of the reform on hospital operation, and conclude the success and problems existed in this reform which were necessary for perfecting the policies and keeping the effectivity and sustainability of the reform.Methods:This paper, starting from the background, course, and analysis of the specific implementation of the reform of public hospitals in two counties. Collect the economic operation data through the field survey and interview. Use excel2010 to build the database and SPSS20.0 to analyze the data. This study focused on the comparative analysis of the performance before and after the reform. Content:the medical service quantity, the change in the payment balance, the income structure, the operation efficiency, the proportion of drug and the workers’ incomes.Results:(1)The quantity of medical service grew smoothly.(2)The general income were increased stably. The proportion of medical revenue were increased. The proportion of drug revenue were decreased. The income structure changed significantly. (3) The growth of expenditure increase was higher than income. The proportion of medical expenditure was increased. (4)The hospital income structure had been optimized. (5)The total balance was reduced, the operation of hospital got into troubles. (6)The proportion of medical service income increased. But the proportion of medical service income is still small, and the income of medical workers had not increased. (7)The operation of medical insurance funds expenditure increased.Conclusion:The reform had scored some success:In some level , the situation of using the drug revenue to compensate the medical expenditure was eased. And medical care service capability was improved. But, on one hand, the financial assistance was still in short, and the pressure of insurance fund increased. On the other hand, the operation efficiency and operation capacity got into troubles. A reasonable pricing mechanism needs to be built urgently in the field of medicine and health.
