In China, public hospitals accounted for about 95% of all hospital, it is the main medical places, Currently, as a result of operation mechanism and management system of public hospital lags behind, "difficulty and high cost of the doctor" problem increasingly prominent. The direction of the reform of public hospitals, ralations to the people’s health and the happiness of every family. So, the research of the reform of public hospitals has a certain of theoretical value and practical significance. The first chapter is introduction, it mainly elaborates the research background, research significance, related research status at home and abroad,and puts forward the research ideas and research methods. The second chapter expounds and analysis the theoretical basis and the goalsof the reform of public hospitals.This chapter from two angles of theory and practice, analyzes the theoretical support of public hospitals including public economics,new public management theory, public choice theory and the theory of market failure, it comparison and analysis the overall goals and specific tasks of the reform of public hospitals between urban and county.In view of the reform of public hospitals has been in full swing across the country, in order to avoid becoming pointless article,this paper detaileds the progress and conclusion the results since the reform of public hospitals in Dongying in the third chapter.In the fourth chapter, I analysis the problems and the causes of public hospital reform in DongyingIn the end of this article, the fifth chapter points out the countermeasures and suggestions on deepening the reform of public hospitals in Dongying.It involves five aspects:break the mechanism of using drug income to mend medicine loss, strengthening guidance and supervision of the role of health insurance, establish medical service system, establish the modern hospital management system and operation mechanism, fulfilling the responsibility of government.
