Investment And Finacing Models Of Hospitals Under The Background Of Medical And Health System Reform

Under the background of medical and health system reform beginning in March 2009, this paper describes the Investment and financing modes of our hospitals,including the status quo, the problems, analysis,and influence of diversification of organized medicine. And finally this paper put forward several countermeasures to solve problems of hospital investment and financing and concludes in favor of diversification of organized medicine. On March 17, 2009, the State Council issued the publication "CPC Central Committee and State Council on the views of deepening the medical and health system"(issued by CPC Central Committee [2009] No. 6), marking China’s new round of medical reform officially began. The most immediate problem for the new health care reform is "difficult and expensive", an important and corrective measures proposed is the establishment of government-led multi health investment mechanism, and actively promote the development of non-public medical institutions, the formation of investment diversification and investment diversification to manage the medical system. Therefore, this article attempts under the background of new health care reform to solve the "difficult and expensive" problem from the perspective of hospital financing model. This paper argues that only the financing of public hospitals and private hospitals are smooth, the pattern of multi-run medicine can be achieved, "difficult and expensive" problem can be resolved, then the residents get adequate health services.The thesis is divided into five chapters, as follows:The first chapter is the introduction. It describes the background and significance of this paper, a review of domestic and foreign hospital investment and financing model, as well as the contents and methods of this paper. Mainly diversified certainly do is to solve the major health policy measures "difficult and expensive", and then to the hospital financing model as the starting point of view of multi-run medical policy, only financing various types of hospitals in order to form a real smooth pluralistic medical pattern, multi-run medical in turn facilitate smooth investment and financing modes.The second chapter is the introduction of theory about the hospital financing model. There are theories of public finance theory, market failure and government failure theory, Coase theorem and the theorem of MM and pecking order theory, these are the theoretical basis of this paper. Public hospitals, private hospitals, government should be based on the three public finance theory demarcation of the border, while the medical services market should introduce competition.The third chapter is the present stage and problems of hospital investment and financing mode in our country, there are public hospitals financing model, private hospitals financing model and PPP financing model, it also describes the impact of the new medical reform diversified financing policy for public hospitals, private hospitals cast.The fourth chapter is domestic and foreign investment and financing model for reference and research, the main research in the United States, Britain, Germany and China’s Taiwan region.
