The paper, with reference to negative washback effect of College English Test Band4(CET-4), and in view of the current serious examination-oriented psychology of studentsin language learning, discusses the importance of constructing humanistic learningconcept under web-based environment. This paper, integrating with the learningadvantages offered by network, attempts to construct meaningful learning advocated byhumanistic psychologists so as to remove the negative washback effect of test, reduce thedecisive position of test, stress the importance of learning process and change the situationof taking test results as the sole criterion for testing the effectiveness of teaching andlearning.Firstly, in order to know the feasibility of the research, the author has aninvestigation into the following aspects:1) whether tests have totally negative influenceon teaching and learning;2) what’s the purpose of students’ learning languages and thecorresponding washback effect caused by the purpose;3) on what aspects does CET-4influence our language teaching and learning and what are the factors that have effects onpromoting and hindering learning;4) what’s the students’ choice of learning means andtheir attitude to the online learning course; and5) what strategies we can use to reduce thewashback effect and help students to promote the development of their language abilities.Then the paper mainly adopts the qualitative and quantitative research methods toconduct a series of analysis on the collected data and facts through questionnaires,classroom observations, statistical analysis and feedback from teachers. The results showthat:1) testing has a certain negative effect on teaching and learning, but not totallynegative; in a way,it has a critical and irreplaceable status;2) the learning of moststudents is one-sided; they pay much attention to the study of test-related contents andneglect the cultivation and improvement of practical skills, which inevitably lead to anincorrect learning purpose, that is, to pass the exam and get the certificate. Thephenomenon is not conducive to a comprehensive grasp of knowledge;3) With referenceto CET-4, its scale and influence improve students’ emphasis on language learning, butalso leading to the examination-oriented psychology because students attach great importance to the test results and ignore the learning process, adopt exercises-stuffedlearning method and ignore the function of classroom teaching, which inevitably forms anincorrect learning purpose, causes disregard for some learning contents, such as oralcommunication ability, understanding of the language and culture, thus existing thephenomenon of “dumb English” or “deaf English”;4) traditional classroom teaching isstill the leading way to get knowledge and for web-based learning, there is not muchattention, which can not adapt to the development of modern educational technology;5)classroom teaching, coupled with network learning, is an effective approach to theconstruction of humanistic learning concept. From the perspective of humanistic theory,the importance of constructing humanistic learning concept, based on the ideas oflearner-centeredness, can not be ignored, because it is vital for the development ofautonomous learning potential, presentation of students’ personality and right attitude tolanguage learning. In addition, network offers students the necessary aid to achieve thesegoals.In addition, with the rapid development of network and the aid of modern educationtechnology, web-based learning can provide us with incompatible multi-angle audio-visualteaching practice, increase the interest, expand their horizons, and enrich the learningcontents. Through effective use of a variety of evaluating methods to evaluate students’learning process and learning result, try to meet the social development demand forEnglish teaching reform in China and to achieve the goal of promoting all-rounddevelopment of students and fostering high-quality talents.
