Research On Policy Agenda Of The New Generation Workers’mental Health Care In The Process Of Urbanization Based On Multiple Stream Theory

Since the1990s, a large number of farmers went into the city. In those years, migrant workers seasonal migrated from rural and urban just like migratory birds, but their root were still in the countryside. After entering the new century, with China urbanization development step by step, the new generation of migrants no longer has hard relationship with land and agriculture. Most of them are not or rarely engaged in agricultural production. Accurately, the new generation migrant workers do not have the nature of "peasant". They also do not agree with their identity as farmers. Therefore, it is more appropriate to describe and define them in the new generation of workers. The new generation of workers has different value orientation and psychological needs relative to the old generation. The contrast between their strong desire to become new citizens and the city’s ambiguous attitude to accept them cause the huge psychological conflict inside them. The latent conflict was not widely perceived until’Foxconn’s13Jumps’in2010. Then, the new generation of the workers’ mental health has become a social hot issue. Many experts and scholars began to study psychological health problems of new generation workers, proved the seriousness of the problem and gave the policy suggestions. However, although the problem was attached great importance by the government it has not yet entered the government agenda. Using The Theory of Multiple Streams, this paper analyzes the difficulties and reasons that the new generation of workers psychological issues enter into the government policy agenda and find a feasible way to promote that.This article looks at the new generation workers mental health status and the process research on their mental problem issue into the government agenda. It totally has four parts. Firstly, it introduces the theory tool of this article-"the Theory of Multiple Streams", including its contents and features. Secondly, this paper collected and compiled the all central policy of migrant workers since the reform and opening up with content analysis method and summed up the national policy evolution of migrant workers and the law of the new generation workers’ mental health policy. Thirdly, it analyzed three streams influencing the government agenda for new generation workers mental health. it described the actual operation of the Problem Stream, Policy Stream and Political Stream based on real policy cases, and put forward the feasible ways of increase every stream power; Finally, this paper put forward two possible models. These two kinds of models or the combination of them will increase the probability that the new generation of workers mental health issues goes into policy agenda. So that more advocates can understand the possible way of that process to help the new generation workers mental health problems eliminated through the channel of policy. Finally called for more people to focus on new generation workers’ mental health, this is the new generation of workers’ mental health agenda and the fundamental power. The article called for more people to focus on new generation workers’ mental health because it is the original power to promote the agenda of new generation of workers’ mental health.
