Public Policy Orientation Of Chinese Cultural Well-Being Evaluation Analysis

The quality of life research is the product of social development. Since1980’s, as an emerging field of social science research,"quality of life" has become the important content of academic research; various publicity in social life and statistical surveys used for commercial purposes related "quality of life" also have sprung up. No matter from the perspective of scientific research or policy development,"quality of life" shows a tendency of rapid development in recent years.Cultural well-being is doomed to be an important abstract of the index system of residents’quality of life because of the position and role of the culture. Relying on the achievement of "Chinese urban and rural residents living quality index system of comprehensive research" in Shandong University, the paper is aimed to make a modification and application of the index system of the cultural well-being based on2006-2010statistical analysis. Combined with the twelfth "Five-Year Guideline", this paper also puts its purpose on evaluating residents’cultural demand satisfaction and measuring the regional cultural development level so as to analyze the problems of the existing cultural policy and try to explore the public policy recommendations to enhance the cultural well-being from the perspective of public policy.This thesis can be divided into three parts, a total of six chapters.First of all, in chapter1and chapter2, the paper mainly introduces the background and values of the subject research from the perspective of social indicators. At the same time, the literature collection further expounds the subject research. Based on existing research results, this part gives a brief introduction to indicator selection principles and processes of cultural well-being and explains the modified indicators. The evaluation formula for cultural well-being is finally set up through statistical data dimensionless, principal component analysis and weighted processing.Secondly, in chapter3and chapter4, the paper uses the formula to evaluate the cultural well-being respectively from the residents’ overall cultural life, education level and leisure resources. From the perspective of public policy, the paper measures and compares the regional cultural development and construction level from the overall development trend, regional level, provincial level and also analyze some existing problems.Finally, in chapter5, for problems in the second part the paper tries to explore cultural public policy suggestions respectively from education level and leisure resources in order to promote the construction and development level of cultural well-being.
